Zusammenfassung

The OSCE Secretariat in Vienna is seeking an Associate Budget Officer to support budgeting, forecasting and reporting for the Integrated Resource Management Unit. You will analyze budget proposals, ensure compliance with regulations and assist in the Unified Budget across departments.

Qualifications include a first-level university degree in finance or related fields, 4+ years' international budgeting experience, ERP expertise (Oracle/SAP) and strong Excel skills. English fluency is essential.

Qualifikationen

• First-level university degree in financial management, accounting, business administration or related field; certification from a recognized international professional accountancy body would be an asset.
• At least four years (two years with a relevant second-level degree) of professional experience in budgeting, accounting or finance in an international governmental or commercial organization.
• Extensive experience with the budget module of ERP systems such as Oracle or SAP.
• Computer literate with extensive experience of computer applications, particularly Excel spreadsheets.
• Excellent oral and written communication skills in English. Knowledge of at least one other language from the OSCE region is desirable.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Aufgaben

• Participating in formulating, analyzing, verifying and consolidating budget proposals, as well as in drafting and revising budget texts.
• Ensuring that the budget proposals received from Directors of Departments and Heads of Institutions and Missions adhere to Permanent Council Decisions, Financial regulations, Financial Instructions, Budget Guidelines and other formal documents.
• Analysing budget proposals to ensure that standard costs are consistently applied and verifying that over-budgeting is avoided.
• Undertaking continuous and thorough review of the implementation of the Unified Budget to ensure expenditures are in line with approved activities.
• Overseeing and coordinating the monthly forecasting of the Unified Budget implementation across OSCE structures.
• Drafting financial reports to Senior Management and delegations of OSCE participating States and providing analysis to support the reports.
• Maintaining and updating the Hyperion system to enable budgeting and forecasting.
• Certifying expenditures against the approved budgets; advising on funds availability in line with Regulations and Instructions.
• Making proposals for streamlining the budget process, procedures and workflows.
