Zusammenfassung

OSCE Secretariat in Vienna seeks a Security Project Officer (seconded) to lead the STS security program and coordinate cross‑departmental efforts across field operations and institutions.

The role requires a first‑level degree in security or related fields and at least seven years of project management experience, with strong English communication skills and a willingness to work in a diverse, multilateral environment.

Qualifikationen

• First-level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field.
• Seven+ years of professional experience in project management, security, risk management, or related fields.
• Experience in developing, implementing, monitoring and evaluating multi-stakeholder projects and programmatic activities.
• Knowledge of security management systems, procedures and methods, security needs assessments, and training plans.
• Strong drafting and reporting skills; experience in a multilateral/multicultural environment.
• Fluent in English with excellent written and oral communication; knowledge of another OSCE region language is an asset.

Aufgaben

• Lead the OSCE-wide implementation and administration of the STS project.
• Oversee development of security project proposals, plans, procurement frameworks, and budgets; monitor expenditures and report to donors.
• Coordinate SOPs, security advisories, internal policies, and interoffice communications for security projects.
• Negotiate project formulation with government officials and donors; liaise with internal stakeholders and security focal points.
• Provide technical oversight, monitor system performance, and validate emergency procedures across user environments.
• Manage high-level project communications and represent the Security Management Unit in briefings.
• Monitor progress through reports, site visits, and evaluations; trigger corrective actions as needed.
• Design and deliver STS training curricula and user-focused training modules for admins and end-users.
