Organizational context: This position is within the Talent Development Team (TDT) of the Human Resources Management Service (HRMS) at the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC). TDT fosters a learning culture, develops staff competencies, and provides services for learning interventions, technology skills, and personalized learning experiences. The team also manages language and communications training for all UN staff.

The incumbent will also contribute to policy development, budget preparation for training, and the implementation of service excellence training, utilizing data analysis to inform planning and decision-making. The role aims to enhance staff capabilities and support organizational mandates through effective learning and development strategies.
Responsibilities: The Human Resources Officer (Learning and Development) guides managers and staff on performance management, career development, and learning policies. Key duties include identifying and analyzing staff development needs, designing and implementing training programs, and providing advice on performance management systems. The role involves supervising the development and delivery of the UN's six official language and communication programs, including curriculum creation, teacher recruitment, and assessment processes. Responsibilities also encompass organizing and administering various learning activities, preparing policy papers, and contributing to budget preparation for training initiatives. Additionally, the incumbent will stay updated on learning technologies, support service excellence training, and utilize data analysis for reporting and decision-making.
Education: An advanced university degree (Master’s or equivalent) in human resources, business administration, social sciences, education, or a related field is required. A first-level university degree with two additional years of qualifying experience is acceptable. A coaching certificate is desirable.
Work experience: A minimum of five years of progressive professional experience in human resources management, capacity development, or training is required. Experience in overseeing a team and direct experience in staff development are also required. Desirable experience includes training program evaluation, curriculum development, e-learning, coaching, and data analytics.
