Zusammenfassung

OSCE Secretariat in Vienna seeks an Associate HR Digital Innovation Officer to drive digital adoption and optimize HR service delivery. You’ll translate client needs into structured HR system specifications and lead change-management initiatives across the Secretariat and field operations.

You will bridge business requirements with technical execution, develop BRDs, and ensure data governance while collaborating with HR, ICTS, and Finance teams. This is a full-time, international secondment.

Qualifikationen

• First-level university degree in HR, business/public administration, or technology with data specialization
• Four years of professional experience in HR, HR systems, or digital transformation
• Proven change-management experience, including UAT and user guides
• Experience mapping business processes and translating to IT specifications
• Experience in international/matrixed environments is desirable
• Knowledge of HR IT systems (Core HR, payroll) is an asset
• Excellent English communication skills

Aufgaben

• Act as primary liaison translating client needs into technical HR system specifications
• Map and analyze HR workflows across Secretariat and field operations
• Design BRDs and functional specs for HR IT projects
• Identify automation opportunities to optimize processes and user experience
• Develop change-management plans, user guides, and training modules
• Coordinate UAT scenarios and post-launch support
• Ensure data governance standards for clean, structured data
• Collaborate with ICTS, Finance, and HR for aligned project execution
• Track adoption metrics and reduce process cycle times
