Organizational context: The United Nations Office on Drugs and Crime (UNODC), through its Global Programme on People-Centered Crime Prevention and Criminal Justice, addresses global prison challenges. This role supports Outcome 5, focusing on comprehensive and gender-responsive penal and prison reform. The consultant will provide technical assistance and advisory services to Member States, grounded in UN standards and norms for prison management and prisoner treatment.

Job purpose: This consultancy aims to advance comprehensive and gender-responsive penal and prison reform to address the global prison crisis. The role will contribute to UNODC's efforts in reducing crime and ensuring fair, effective, and accountable criminal justice institutions. Key objectives include reducing prison populations, strengthening prison management and conditions, and enhancing offender reintegration. The consultant will provide strategic advice, develop guidance materials, and deliver technical assistance to Member States, aligning with UN standards and norms and the UN System Common Position on Incarceration, ultimately contributing to the Sustainable Development Agenda by improving prison systems and protecting fundamental human rights.

Responsibilities

The consultant will develop timely, well-researched, and practice-oriented deliverables tailored to global and national contexts. This includes providing strategic advice and substantive input for mechanisms and interventions promoting international standards for prisoner treatment. The role involves facilitating transparent and inclusive consultation processes with stakeholders, including UNODC Field Offices and national counterparts. Responsibilities also include organizing and leading effective consultative meetings and workshops, delivering clear presentations, and guiding group discussions. The consultant must ensure all final documents are well-organized, formatted, and written in clear, professional English, adhering to UN standards and norms in crime prevention and criminal justice.

Education

An advanced university degree (Master's or equivalent) in criminology, law, social sciences, business administration, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Fluency in oral and excellent writing skills in English are mandatory. Knowledge of another UN language is an advantage.

Work experience

A minimum of 10 years of professional experience in criminal justice and management, specifically in prison management or offender treatment, is required. This includes experience with organizational change, regulatory frameworks, prison safety and security, prisoner rehabilitation/reintegration, and corruption prevention policies. Experience in developing and delivering training programs, international work, and understanding of crime prevention policies in low- and middle-income countries is highly desirable.
