Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.
The Project Manager will manage the “Strengthening Institutions for Sustainable Development: Austria’s Regional Support Initiative”, funded by the Austrian Development Agency (ADA). The initiative provides public institutions in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia and Moldova with flexible access to high-quality technical expertise. Its activities focus on EU alignment, governance and the rule of law, socio-economic development, and climate and environmental sustainability.
The project operates through 3 mutually reinforcing pillars: the deployment of targeted technical assistance, institutional learning and capacity development, and peer-to-peer knowledge exchange. Each technical assistance assignment is expected to include structured capacity development, knowledge transfer and handover arrangements to support sustainable institutional outcomes.
Within this context, the Project Manager will oversee a regional, multi-country and demand-driven technical assistance mechanism. This will require close coordination with government institutions, ADA, UNOPS offices in the participating countries, technical experts and other development partners. The role will involve assessing and prioritising requests for assistance against the project’s strategic objectives; translating institutional needs into clearly defined technical assignments; coordinating the timely mobilisation and delivery of appropriate expertise; and ensuring that support complements existing national, regional and international initiatives.
The Project Manager will be expected to apply sound judgement and political and institutional awareness when working across the participating countries, taking into account their respective reform priorities, institutional environments and stages of EU accession. The role will also require effective coordination of consultants and technical experts, strong stakeholder and partner engagement, and careful management of donor reporting, compliance and quality assurance requirements.
Given the regional scope of the initiative, the Project Manager will work in a multicultural and geographically dispersed environment and will be expected to establish productive working relationships with government officials, donors and development partners at both national and regional levels. The role also requires the effective use of standard collaboration, productivity and web-based management tools to coordinate activities, maintain project information and support timely reporting.
The Project Manager (Implementation) is responsible for planning, organizing, leading the project from Initiation to Closure. The Project Manager ensures effective delivery and oversight of projects, while implementing the services in scope and contributing towards achievement of partners’ goals and objectives. Acting on behalf of the Project Board, the Project Manager ensures that project outputs are delivered within agreed tolerances of time, cost, scope, quality, risk, and benefits. The incumbent possesses and applies a deep understanding of Project planning, implementation, monitoring and control, while managing stakeholder expectations. and ensuring delivery is as per the terms of the Legal Agreement. The Project Manager serves as the focal point for coordination with donors, partners and beneficiaries, ensuring alignment with contractual commitments and UNOPS performance standards.
