On behalf of a leading international technology company, a leader in connectivity services, we are looking for a Subcontractor Procurement Buyer to join our team, on site.
This position is responsible for evaluating and qualifying contractors and subcontractors for connectivity services and projects, ensuring the right partners are selected and managed throughout the procurement cycle.
As Subcontractor Procurement Buyer you will be responsible for:
- Identifying the right qualification requirements and categories for subcontractors and evaluating the necessity of qualification in coordination with the relevant departments.
- Communicating effectively with subcontractors, including scheduling, clarifying doubts and following up to ensure timely responses.
- Understanding purchase requirements, assessing the rationality of delivery plans and reviewing BOQ (Bill of Quantities) and SOW (Scope of Work) documentation to identify and resolve issues with the relevant departments.
- Preparing RFPs (Request for Proposal) and RFQs (Request for Quotation).
- Planning and leading clarification and negotiation processes, identifying key negotiation points and applying core negotiation skills.
- Applying cost optimization measures, evaluating their feasibility and expected benefits, conducting cost analysis and setting reasonable target prices.
- Monitoring subcontractor resource management, purchase order payments, payment deductions and routine communication with subcontractors.
- Following up on and evaluating subcontractor performance, conducting specification inspections, publishing results, proposing improvement plans and tracking progress, including communicating performance results to relevant stakeholders.
- Assisting the Project Procurement Manager in tracking common subcontractor resource issues and monitoring related processes.
Academic Background
- Bachelor's degree in business administration, Commercial Management or related fields.
- English: advanced level.
Professional Skills
- 3~ 4 years of related working experience in Purchase domain.
- Highly committed with a strong results orientation.
- Ability to manage multiple stakeholders and requirements, find solutions and remain accountable for own output.
- Understanding of the telecom service market and knowledge of main engineering service suppliers.
- Focus on building relationships with multiple stakeholders.
