Job summary

SEE Engineering in Dubai seeks an experienced Technical Manager to join the Project Management Office (PMO). You will oversee all technical aspects of construction projects, ensuring compliance with UAE authority regulations, project specifications, quality standards, and timelines.

You will coordinate design, engineering, project management, and site teams, review designs and submittals, manage NOCs and permits, and mentor engineers.

Qualifications

• Bachelor's degree in Civil Engineering required.
• Minimum 10 years of construction experience with at least 5 years in managerial or technical leadership roles.
• Experience on UAE residential, high-rise, commercial, or infrastructure projects.
• PMP certification is an advantage.

SEE Engineering is seeking an experienced Technical Manager to join our Project Management Office (PMO). The Technical Manager is responsible for overseeing all technical aspects of construction projects, ensuring compliance with UAE authority regulations, project specifications, quality standards, and timelines. The role coordinates between design, engineering, project management, and site teams to ensure successful project execution.

Key Responsibilities

• Lead and manage the technical department, including engineers and draftsmen.
• Review and approve design drawings, shop drawings, and technical submittals.
• Ensure compliance with project specifications, UAE codes, and authority regulations (e.g., Dubai Municipality, Civil Defence, DEWA, ADDC).
• Provide technical guidance and solutions to site teams.
• Coordinate with consultants, clients, subcontractors, and suppliers, and attend technical meetings with clients and authorities.
• Review and respond to RFIs.
• Ensure smooth coordination between architectural, structural, and MEP disciplines.
• Manage the submission and approval process with relevant UAE authorities, overseeing NOCs, permits, and technical documentation.
• Ensure adherence to QA/QC procedures and support site teams in resolving technical issues and non-conformance reports (NCRs).
• Conduct technical risk assessments and implement mitigation strategies.
• Assist in project planning and scheduling, and review material specifications and technical procurement.
• Evaluate value engineering proposals to optimize cost without compromising quality.
• Supervise and mentor engineering and technical staff, conducting performance evaluations and training programs.
• Ensure effective communication within technical and project teams.

Required Skills and Abilities

• Strong knowledge of construction standards, codes (e.g., ASTM, BS, ACI, and local codes), and materials.
• Familiarity with UAE authority approval processes.
• Proficiency in engineering software such as AutoCAD, Revit, STAAD, ETABS, or similar tools.
• Excellent problem-solving, coordination, and communication skills.
• Ability to work collaboratively with multidisciplinary teams under tight deadlines.

Education and Experience

• Bachelor's degree in Civil Engineering (mandatory).
• Minimum 10 years of experience in construction, including at least 5 years in a managerial or technical leadership role.
• Strong experience in residential, high‑rise, commercial, or infrastructure projects in the UAE.
• PMP certification is an advantage.

Preferred Qualifications

• Experience in complex villa projects, roads and infrastructure, or MEP-intensive projects.
• Professional certification (e.g., PE, Chartered Engineer).
• Familiarity with quality and safety management systems (e.g., ISO 9001, ISO 45001).

This role combines office-based technical leadership with regular site and client interaction. A professional corporate image and appropriate dress code are expected during client meetings and dealings. The role requires the ability to work with diverse nationalities and organizational cultures and to adapt to work pressure and demands as required.
