Job summary

Caliber8 Recruitment is seeking an experienced QSHE Manager / Designated Person Ashore (DPA) to oversee quality, safety, health and environmental standards across a tanker fleet based in Dubai. You will ensure compliance with ISM/ISPS, MARPOL, SOLAS and other regulations while promoting a strong safety culture across the organisation.

Qualifications

• Minimum 5 years in QSHE, Marine Safety, or DPA roles within shipping.
• Must hold a DPA designation.
• Experience with tanker vessels (oil/chemical/product).
• Strong knowledge of ISM/ISPS/MARPOL/SOLAS and industry best practices.
• Experience with SIRE 2.0, TMSA, vetting inspections and maritime audits.
• Strong leadership and incident investigation skills.
• Willing to be based in Dubai, UAE.

Responsibilities

• Oversee the QSHE management systems across the tanker fleet.
• Act as the Designated Person Ashore (DPA) ensuring shore-vessel communication.
• Ensure compliance with ISM/ISPS/MARPOL/SOLAS and related regulations.
• Monitor vessel performance, audits, inspections and incidents across the fleet.
• Lead internal and external audits and corrective action programs.
• Support vessels in inspections and regulatory assessments (SIRE 2.0, TMSA).
• Review safety reports, investigate incidents and implement preventive measures.
• Collaborate with Masters, officers and shore teams to drive improvement.
• Liaise with flag administrations, class, regulators and oil majors as needed.
• Promote proactive safety culture and policy compliance.
