Role Context
The Structural Engineer will serve as a key technical link between the Resident Engineer, design team, contractor, inspectors, surveyors, and relevant authorities during construction of major transportation structures. The position combines engineering review with active field supervision, ensuring bridge and underpass works progress in accordance with approved designs, specifications, quality requirements, safety procedures, and programmed milestones. Effective oversight will directly influence structural quality, construction progress, and successful asset handover.
Key Responsibilities
- Assist the Resident Engineer with construction supervision of bridges, viaducts, underpasses, and associated structural works.
- Coordinate structural activities with other engineers and members of the construction supervision team.
- Review shop drawings associated with bridge and structural construction.
- Examine contractor design proposals and identify technical issues requiring clarification or revision.
- Assess method statements for compliance with project requirements and approved construction procedures.
- Prepare technical responses and recommendations for review by the Resident Engineer.
- Coordinate with Parsons design engineers to resolve structural design and construction interface issues.
- Maintain accurate daily records of significant structural construction activities.
- Review daily inspection reports and verify that important field observations are properly documented.
- Coordinate with contractor engineers regarding work sequencing, schedules, manpower, equipment, and resource deployment.
- Direct and monitor inspectors and surveyors assigned to structural works.
- Coordinate technical interfaces with contractors, subcontractors, service authorities, and other project stakeholders.
- Participate in and chair specialist coordination meetings related to assigned structural activities when required.
- Verify the accuracy and completeness of project records within the structural scope.
- Monitor implementation of project safety requirements during bridge and underpass construction.
- Participate actively in site health and safety activities and support corrective actions where necessary.
- Assist with preparation of weekly and monthly construction progress reports.
- Provide technical direction at site and support preparation of site instructions.
- Measure completed structural work and maintain supporting quantity records.
- Compare actual construction progress against the approved program and report significant deviations.
- Review material submissions for suitability and compliance with project specifications.
- Analyze laboratory results and technical reports relating to structural materials.
- Review acceptance sampling plans, testing procedures, and quality control measures.
- Verify that materials incorporated into permanent works satisfy specified requirements.
- Monitor construction quality and coordinate resolution of technical non‑conformances.
- Check that as‑built drawings accurately represent completed structural works.
- Maintain records needed for final inspection, completion, and asset transfer.
- Coordinate handover of completed structural works to the appropriate service authorities.
- Assist the contractor in securing required final clearances for completed works.
Ideal Profile
- Bachelor 's degree in Civil Engineering or Structural Engineering from an accredited university.
- Minimum 10 years of relevant construction supervision experience.
- Proven experience supervising bridge construction.
- Practical knowledge of viaduct and underpass construction.
- Experience reviewing structural shop drawings and contractor technical submissions.
- Ability to assess construction method statements and design proposals.
- Strong understanding of structural materials, testing, and acceptance requirements.
- Capability to review laboratory and technical reports.
- Knowledge of material sampling plans and construction quality measures.
- Experience coordinating inspectors, surveyors, contractors, and design engineers.
- Ability to measure completed works and assess progress against construction programs.
- Familiarity with as‑built documentation and infrastructure handover procedures.
- Experience with major civil infrastructure projects in the Gulf region is preferred.
- Engineering consultancy experience in the UAE or GCC is advantageous.
- Strong computer literacy and ability to work with project‑specific engineering and construction software.
- Ability to maintain technical records and produce clear engineering reports.
- Excellent written and verbal communication skills in English.
