Role Context
The Structural Engineer - Roads and Bridges will assist the Resident Engineer in managing structural works across bridge, viaduct, marine, waterfront, and associated infrastructure packages. The role combines technical design review with active construction supervision, quality monitoring, progress measurement, multidisciplinary coordination, and completion documentation. The engineer will oversee inspectors and surveyors, evaluate contractor submissions, resolve structural and site interface issues, and ensure that completed works meet project specifications and applicable European and American design codes. Particular attention will be given to marine exposure, foundation systems, piling, structural durability, and safe construction execution.
Key Responsibilities
- Report to the Resident Engineer and support the supervision of bridge, viaduct, marine, and associated structural works.
- Review shop drawings, structural details, design proposals, calculations, technical submissions, and contractor correspondence.
- Evaluate construction method statements, inspection plans, temporary works proposals, and material submissions.
- Prepare technical comments and draft responses for review and approval by the Resident Engineer.
- Coordinate with project design engineers to resolve structural design questions and construction-related issues.
- Inspect bridge decks, piers, abutments, foundations, retaining structures, and associated structural components.
- Monitor marine structures including steel sheet piles, steel casings, driven piles, concrete piles, timber piles, floating structures, and waterfront facilities.
- Review piling records, installation data, test results, alignment, founding levels, and bearing requirements.
- Verify reinforcement, formwork, embedded items, concrete placement, curing, and structural dimensions before approval.
- Assess material submissions and confirm compliance with specifications, approved standards, and design requirements.
- Review laboratory reports, technical test results, certificates, and acceptance sampling documentation.
- Witness structural testing and inspection activities identified within approved inspection and test plans.
- Ensure that construction quality controls provide adequate evidence of specification compliance.
- Coordinate daily activities with engineers, inspectors, surveyors, and other members of the construction supervision team.
- Direct and monitor the work of assigned inspectors and survey personnel.
- Review daily inspection records and maintain an accurate project diary covering site progress and technical events.
- Coordinate with contractor engineers regarding work sequencing, resource allocation, and programme requirements.
- Monitor actual construction progress against planned activities and report potential delays or constraints.
- Check and measure completed structural work when required for progress verification and payment assessment.
- Attend coordination meetings with the client, contractors, subconsultants, designers, and approval agencies.
- Convene technical meetings with contractors, subcontractors, service authorities, and other affected parties.
- Provide on-site direction and support the Resident Engineer in issuing formal site instructions.
- Coordinate structural interfaces with roads, utilities, drainage, marine works, and adjacent infrastructure.
- Identify non-conforming work and follow corrective action through verification and satisfactory closure.
- Maintain complete records of approvals, inspections, tests, technical decisions, and construction changes.
- Prepare or contribute to weekly and monthly progress reports.
- Promote compliance with project health, safety, and environmental requirements.
- Participate actively in site safety initiatives led by the Resident Engineer and safety representatives.
- Verify the accuracy and completeness of structural as-built drawings.
- Maintain handover records and support the transfer of completed structural assets to relevant authorities.
- Assist contractors in obtaining final inspections, clearances, and acceptance documentation.
Ideal Profile
- Bachelor 's degree in Civil Engineering or Structural Engineering from an accredited university.
- Minimum 10 years of experience in structural design, construction supervision, operations, or maintenance of bridges.
- Demonstrated experience with bridge or marine structures exposed to aggressive environmental conditions.
- Inspection experience involving steel sheet piles, steel casings, foundations, piers, concrete piles, steel piles, timber piles, floating structures, or waterfront facilities.
- Strong knowledge of reinforced concrete, structural steel, piling, bridge components, and marine construction methods.
- Ability to review structural calculations, shop drawings, method statements, and technical proposals.
- Experience assessing material submissions, laboratory reports, acceptance tests, and quality documentation.
- Adequate knowledge of European structural codes and relevant American design standards.
- Understanding of quality assurance, quality control, inspection procedures, and non-conformance management.
- Ability to interpret complex engineering drawings, specifications, contracts, and construction programmes.
- Experience coordinating contractors, design engineers, inspectors, surveyors, authorities, and project stakeholders.
- Proficiency in project-specific engineering, construction, reporting, and document management software.
- Strong computer literacy with the ability to access project data, maintain records, and produce accurate reports.
- Excellent written and spoken communication skills in English.
- Strong organizational ability, technical judgement, and attention to structural detail.
