Job summary

Black Pearl Consult is assisting in an exclusive, confidential search for a Senior Vice President – Power Infrastructure & Capital Projects in Dubai. The role shapes and leads a major capital projects portfolio, setting investment priorities, governance, and end-to-end delivery across generation to grid infrastructure.

Ideal candidates bring senior executive experience on the asset owner/developer side with a track record in multi-billion portfolios, CAPEX accountability, and strong stakeholder

Qualifications

• Senior leadership experience in asset owner/developer roles in large power/infrastructure organisations.
• Experience with asset owner/developer side and responsibility beyond project execution.
• Experience in power generation, transmission and/or distribution infrastructure.

Responsibilities

• Lead a portfolio of major power, energy, and infrastructure capital projects.
• Drive long-term capital planning, prioritization, and investment decisions.
• Oversee feasibility through handover of projects.
• Establish portfolio governance, controls, risk management, and performance frameworks.
• Manage senior relationships with regulators, EPC contractors, and strategic partners.
