Job summary

Dubai Chambers of Commerce and Industry is seeking a seasoned Human Capital Manager to strategically plan manpower, drive recruitment initiatives, and align workforce growth with sector objectives and Emiratization priorities.

The role oversees workforce forecasting, succession planning, and the organizational structure, including international offices, to optimise resource allocation and ensure alignment with the Chamber's strategic goals.

Qualifications

• Minimum Qualification Bachelor's Degree in Human Capital or Business Administration or a relevant field.
• Master's degree in Human Capital or a relevant field, is preferable
• Minimum Experience and Skills 5-8 years of progressive experience.
• Knowledge of various aspects of HR (esp. Compensation and Benefits practices), including market trends.
• Awareness of local cultural and social factors.
• Knowledge of relevant labor law provisions.

Responsibilities

• Develop and execute the department's strategic plan and monitor KPIs.
• Lead manpower planning and forecast workforce needs across sectors.
• Design Emiratization strategies and pipelines; ensure regulatory compliance.
• Oversee end-to-end recruitment lifecycle and contracts.
• Manage international recruitment across Dubai Chambers offices.
• Monitor recruitment performance and analyse attrition drivers.
• Review job descriptions and recruitment documents to ensure standards.
