Job summary

Roads and Transport Authority is seeking a senior strategic expert to provide subject matter expertise and leadership across pioneering, research, studies, knowledge, and innovation to advance RTA goals and future readiness.

You will plan excellence requirements, advise on awards participation, and supervise development and measurement of labs, partnerships, and innovation initiatives to sustain leadership in the domain.

Qualifications

• Education – Bachelor’s/ Master’s degree in Science/ Business Administration
• Experience – 12+ years in case of Master’s degree (14+ years in case of Bachelor’s degree)
• Certifications – PMP/ EFQM/ Government excellence assessor or expert.

Responsibilities

• Provide vision and strategic support across pioneering, research, studies, knowledge, innovation, and creativity to achieve RTA goals and future development.
• Plan excellence requirements and awards participation; advise on projects and initiatives to achieve highest excellence and continuous advancement.
• Co-develop the comprehensive management plan; supervise implementation, periodic measurement, and best-practice recommendations.
• Support sustainable implementation of strategies in research, development and innovation, ensuring compliance with Authority policies.
• Track global trends and competitive indicators; align organizational units’ plans and initiatives to secure leadership positions.
• Propose initiatives to meet Dubai Excellence Program requirements and sustain first positions across award categories.
• Advise on framework to attract startups and pioneers and evaluating implementation to sustain leadership.
