Job summary

Client of MENA Consultant seeks an experienced HR transformation advisor to lead current-state assessments, design integrated governance models, and draft HR policies for a UAE government-related program.

The role requires broad HR expertise across operating models, job descriptions, competencies, and workforce planning, with fluency in Arabic and English and prior Big 4 or public-sector experience preferred.

Qualifications

• 6+ years of HR consulting or HR transformation experience.
• Broad experience across several HR areas, including policies and procedures, operating models, organization design, job descriptions, competencies, talent management, performance management and workforce planning.

Responsibilities

• Conduct current-state HR assessments.
• Document reviews.
• Stakeholder interviews and gap analyses.
• Support the design and development of the integrated HR governance operating and service delivery model.
• Draft and update HR policies and detailed procedures covering the employee lifecycle.
• Support the development of job descriptions for positions in the approved organizational structure covering role purpose, responsibilities, requirements, competencies and organizational relationships.
• Contribute to the development of the job catalogue, job families, competency framework and career paths.
• Develop operational procedures that define activities, roles, responsibilities, approvals and supporting workflows.
• Support the development of required people frameworks including workforce planning, Emiratization, succession, talent management and learning and development.
• Prepare practical HR forms, templates, tools and implementation materials aligned with approved policies and procedures.
• Support the development of the HR authority and responsibility matrix.
• Facilitate HR workshops and working sessions with Agency stakeholders and incorporate their feedback into deliverables.
• Collaborate with compensation, legal and HR specialists to ensure the full HR framework is integrated.
• Support the preparation of Arabic and English deliverables using appropriate Arabic HR terminology and maintaining consistency between versions.
• Support implementation communications, training, change management and knowledge transfer activities.
