MENA Consultant in Abu Dhabi, UAE is seeking an experienced HR Transformation Consultant to support an end-to-end HR Management Framework across policies, procedures, and job architecture. You will help shape governance, operating models, and integrated HR services for a government-aligned transformation program.

Ideal candidates have 6+ years in HR consulting, broad HR expertise, and UAE government exposure, with Big 4 People Advisory background preferred.

Qualifications

• At least 6 years of HR consulting or HR transformation experience.
• Broad experience across HR areas: policies, operating models, org design, job descriptions, competencies, talent management, PM, workforce planning.
• Experience supporting large-scale HR transformation or organizational development engagements.
• Government or public-sector HR experience in the UAE.
• Big 4 Human Capital / People Advisory background preferred.

Responsabilités

• Conduct current-state HR assessments, stakeholder interviews, and gap analyses.
• Support design of integrated HR governance, operating and service delivery model.
• Draft and update HR policies and procedures covering the employee lifecycle.
• Develop job descriptions for positions in the approved organizational structure.
• Contribute to the job catalogue, job families, competency framework and career paths.
• Develop operational procedures with clear activities, roles, approvals and workflows.
• Support workforce planning, Emiratization, succession, talent management and L&D.
• Prepare HR forms, templates, and implementation materials aligned with policies.
• Facilitate HR workshops with Agency stakeholders and incorporate feedback.

Location: Abu Dhabi, UAE.

Years of Experience: 6+ years of relevant experience.

Project Duration: 4 months.

Working Arrangement: on-site.

Language Requirements: Fluency in Arabic & English (written and spoken).

Support the end-to-end development of the organization's integrated HR Management Framework, with a particular focus on HR policies, procedures, organizational and people frameworks, job descriptions, and supporting implementation materials.

The engagement spans a broad HR transformation agenda, including an assessment of the current HR landscape, development of an integrated HR governance and operating model, job architecture and grading, HR regulations, policies and procedures, and HR digital transformation.

Key Requirements:

• At least 6 years of HR consulting or HR transformation experience.
• Broad experience across several HR areas, ideally including policies and procedures, operating models, organization design, job descriptions, competencies, talent management, performance management and workforce planning.
• Experience supporting large-scale HR transformation or organizational development engagements.
• Government or public-sector HR experience in the UAE.
• Background in a Big 4 Human Capital or People Advisory practice is strongly preferred.

Other Qualifications:

• Bachelor's degree in Human Resources, Business Administration, Organizational Development or a related discipline; a Master's degree is preferred.
• Strong stakeholder engagement, workshop facilitation and analytical skills.

Key Responsibilities:

• Conduct current-state HR assessments, document reviews, stakeholder interviews and gap analyses.
• Support the design and development of the integrated HR governance, operating and service delivery model.
• Draft and update HR policies and detailed procedures covering the employee lifecycle.
• Support the development of job descriptions for positions in the approved organizational structure, covering role purpose, responsibilities, requirements, competencies and organizational relationships.
• Contribute to the development of the job catalogue, job families, competency framework and career paths.
• Develop operational procedures that define activities, roles, responsibilities, approvals and supporting workflows.
• Support the development of required people frameworks, including workforce planning, Emiratization, succession, talent management, and learning and development.
• Prepare practical HR forms, templates, tools and implementation materials aligned with approved policies and procedures.
• Support the development of the HR authority and responsibility matrix.
• Facilitate HR workshops and working sessions with Agency stakeholders, and incorporate their feedback into deliverables.
• Collaborate with compensation, legal and HR specialists to ensure the full HR framework is integrated.
• Support the preparation of Arabic and English deliverables, using appropriate Arabic HR terminology and maintaining consistency between versions.
• Support implementation, communications, training, change management and knowledge transfer activities.
