Job summary

MENA Consultant in Abu Dhabi, UAE is seeking an experienced HR Transformation Consultant to support an end-to-end HR Management Framework across policies, procedures, and job architecture. You will help shape governance, operating models, and integrated HR services for a government-aligned transformation program.

Ideal candidates have 6+ years in HR consulting, broad HR expertise, and UAE government exposure, with Big 4 People Advisory background preferred.

Qualifications

• At least 6 years of HR consulting or HR transformation experience.
• Broad experience across HR areas: policies, operating models, org design, job descriptions, competencies, talent management, PM, workforce planning.
• Experience supporting large-scale HR transformation or organizational development engagements.
• Government or public-sector HR experience in the UAE.
• Big 4 Human Capital / People Advisory background preferred.

Responsibilities

• Conduct current-state HR assessments, stakeholder interviews, and gap analyses.
• Support design of integrated HR governance, operating and service delivery model.
• Draft and update HR policies and procedures covering the employee lifecycle.
• Develop job descriptions for positions in the approved organizational structure.
• Contribute to the job catalogue, job families, competency framework and career paths.
• Develop operational procedures with clear activities, roles, approvals and workflows.
• Support workforce planning, Emiratization, succession, talent management and L&D.
• Prepare HR forms, templates, and implementation materials aligned with policies.
• Facilitate HR workshops with Agency stakeholders and incorporate feedback.
