Job summary

Client of MENA Consultant seeks an experienced HR Project Manager to deliver the HR Regulations and HR Management Framework across all workstreams in a UAE government-related engagement. You will coordinate delivery quality, keep the project on schedule, and secure timely reviews and approvals from stakeholders.

This on-site role requires 8+ years in HR transformation or human capital consulting, with strong project and stakeholder management, workshop facilitation, and executive communication

Qualifications

• 8+ years of relevant experience in HR Transformation or Human Capital consulting
• Experience with government or public-sector organizations in the UAE
• Background in Big-4 or leading consulting organizations in People Advisory preferred

Responsibilities

• Manage the project plan, workstreams, milestones, dependencies, risks and deliverables
• Coordinate the development of current-state assessments, HR regulations, policies and procedures
• Manage engagement with HR functions, leadership and Agency stakeholders
• Organize and facilitate workshops, interviews and review meetings
• Coordinate staged reviews and consolidate stakeholder feedback to closure
• Maintain consistency across HR policies, job architecture, compensation and benefits
• Coordinate contributions from HR SMEs and Legal Advisor for regulatory needs
• Support QA of Arabic and English deliverables
• Maintain project governance: progress reports, action logs, risks and decisions tracking
• Support change management communications and knowledge transfer related to new HR framework

Job description

Manage and coordinate the day-to-day delivery of the HR Regulations and HR Management Framework engagement across all workstreams stakeholders and deliverables. The Project Manager will work closely with the team to maintain delivery quality, keep the project on schedule, align stakeholders and secure timely review and approval of outputs.

Key Requirements

• At least 8 years of relevant experience, preferably including HR transformation or Human Capital consulting
• Strong project management, stakeholder management, workshop facilitation and executive communication skills
• Demonstrated experience managing complex HR transformation, HR policy, operating model or organizational development projects
• Experience with government or public-sector organizations in the UAE
• Background in a Big-4 or leading consulting organizations in the Human Capital or People Advisory practice is strongly preferred

Key Responsibilities

• Manage the project plan, workstreams, milestones, dependencies, risks and deliverables
• Coordinate the development of the current-state assessment, HR regulations, policies and procedures, operating model, job architecture, grading framework, HR plans and supporting implementation materials
• Manage engagement with HR business functions, leadership and other relevant Agency stakeholders
• Organize and facilitate workshops, interviews, working sessions and deliverable review meetings
• Coordinate the staged review of initial drafts, revised outputs and final submissions, consolidating stakeholder feedback and tracking comments through closure
• Maintain consistency and alignment across HR policies, procedures, job architecture, compensation and benefits, competencies, career paths and related HR frameworks
• Coordinate contributions from HR subject matter experts and the Legal Advisor to incorporate regulatory and technical requirements
• Support quality assurance of Arabic and English deliverables, ensuring consistency between both versions
• Maintain project governance: progress reports, action logs, issue and risk registers and decision tracking
• Support change management communications, training and knowledge transfer related to implementing the new HR framework

Project Duration: 4 months.

Language Requirements: Fluency in Arabic & English (written and spoken).

Other Requirements: Bachelor s degree in Human Resources, Business Administration, Management or a related field; a Master s degree is preferred.
