Job summary

AECOM in Dubai seeks a Senior Resident Engineer to lead construction supervision and contract administration for major stormwater drainage and irrigation infrastructure projects. The candidate should have extensive experience in stormwater networks, pumping stations, and related civil works, with knowledge of FIDIC contracts and coordination with authorities.

Qualifications

• Bachelor's Degree in Civil Engineering.
• Master's Degree in Civil Engineering or Water Engineering preferred.
• Professional Engineer registration preferred.
• PMP Certification is advantageous.
• Minimum 20 years of professional experience in infrastructure projects.
• Minimum 10 years in a Resident Engineer/Senior Resident Engineer role.
• Proven experience in stormwater drainage, irrigation networks, pumping stations, and infrastructure projects.
• Strong knowledge of FIDIC contracts and construction supervision.

Responsibilities

• Lead and oversee the construction supervision of stormwater drainage, irrigation, pumping station, and associated infrastructure works.
• Ensure all works are executed in accordance with drawings, specifications, contract requirements, quality standards, and HSE regulations.
• Monitor progress, contractor performance and project delivery against schedules and milestones.
• Review and approve contractor submissions including shop drawings and method statements.
• Administer the construction contract including variations, claims, payments and extensions of time.
• Coordinate with Client, Contractor, authorities, and stakeholders to resolve technical/contractual matters.
• Lead site meetings, inspections, testing, commissioning and handover activities.
• Ensure QA/QC procedures are implemented and non-conformances resolved.
• Provide leadership and management of the supervision team.
• Prepare and present regular progress, technical and contractual reports.

Job Description

The Senior Resident Engineer shall lead the construction supervision and contract administration of major stormwater drainage and irrigation infrastructure projects on behalf of the Client/Consultant. The role involves overseeing all onsite construction activities, ensuring works are delivered in accordance with contract requirements, approved drawings, specifications, quality standards, HSE requirements, and relevant authority regulations.

The position requires extensive experience managing large-scale infrastructure projects involving stormwater networks, pumping stations, irrigation systems, utility corridors, roadworks interfaces, landscaping irrigation, and associated civil works.

Key Responsibilities

• Lead and oversee the construction supervision of stormwater drainage, irrigation, pumping station, and associated infrastructure works.
• Ensure all works are executed in compliance with approved drawings, specifications, contract requirements, quality standards, and HSE regulations.
• Monitor construction progress, contractor performance, and project delivery against approved schedules and milestones.
• Review and approve contractor submissions, including shop drawings, material submittals, method statements, and inspection requests.
• Administer the construction contract, including review of variations, claims, payment applications, and extension of time requests.
• Coordinate with the Client, Contractor, utility authorities, and other stakeholders to resolve technical and contractual matters.
• Lead site meetings, inspections, testing, commissioning, and project handover activities.
• Ensure effective implementation of QA/QC procedures and timely resolution of non-conformances.
• Provide leadership, guidance, and management of the supervision team to ensure successful project delivery.
• Prepare and present regular progress, technical, and contractual reports to the Client.
• Oversee construction activities including:
• Stormwater drainage networks
• Culverts and outfall structures
• Pumping stations
• Surface water management systems
• Irrigation transmission and distribution networks
• Irrigation pumping stations and reservoirs
• Associated utility and road infrastructure
• Liaise with Clients, Contractors, Authorities, Utility Providers, and other stakeholders.
• Coordinate with relevant authorities including:
• Dubai Municipality
• RTA
• DEWA
• Telecommunications Authorities
• Other utility agencies as required
• Attend technical and coordination meetings.
• Manage interfaces with ongoing infrastructure and development projects.
