Job summary

AECOM invites a Senior Civil Engineer to join our Dubai team, overseeing STP-related construction activities, ensuring alignment with project specs, schedules, and HSE standards. You will supervise inspectors, review submittals, and coordinate with contractors to drive quality and timely delivery on complex water infrastructure projects.

You will liaise with authorities, review shop drawings, and manage documentation while guiding site teams.

Qualifications

  • Bachelor’s Degree in Civil Engineering or related discipline.
  • Minimum 10 years of extensive experience in Stormwater line for Sewage Treatment Plant (STP) projects.
  • Hands-on involvement in end-to-end delivery including civil, mechanical, and process components.
  • UAE project experience with knowledge of local authorities and standards.
  • Strong expertise in construction supervision practices, including review of shop drawings and submittals.
  • Solid understanding of UAE codes, environmental regulations, and HSE requirements.
  • Demonstrated ability to coordinate with contractors, consultants, and authorities to ensure timely delivery of STP projects.

  • Coordinate with contractor’s supervisory staff on sequence and schedule.
  • Monitor progress against baseline program and ensure field discipline.
  • Conduct site inspections and provide consultation to Resident Engineer and contractor teams.
  • Prepare written/verbal reports on technical and contractual matters.
  • Review and verify as-built drawings with inspectors and surveyors.
  • Ensure site activities align with drawings, specs, and HSE standards.
  • Identify non-conformances, initiate corrective actions, and follow up.
  • Support Resident Engineer in reviewing submittals and progress reports.
  • Maintain records of authority communications and approvals.

Job Description

We are seeking an experienced Senior Civil Engineer to support the Resident Engineer in overseeing construction activities and ensuring works are delivered in accordance with project specifications, quality standards, and approved schedules. The role involves supervising site inspections, reviewing technical submissions, monitoring construction progress, coordinating with contractors, and providing technical guidance to site teams while ensuring compliance with contractual and project requirements.

Review Inspectors’ Daily Reports to ensure accuracy, completeness, and compliance with project standards.

  • Prepare the Engineer’s Daily Diary summarizing daily activities, key progress, and observations.
  • Provide general oversight of Inspectors’ daily activities, including task assignments, on‑site performance, and technical guidance.
  • Review Contractor’s inspection, surveying, and testing requests and evaluate subsequent reports for conformance with specifications.
  • Review and approve Contractor’s shop drawings, materials, and methods as delegated by the Resident Engineer.
  • Monitor and verify the performance of the Contractor’s survey team and ensure accuracy of setting‑out works.
  • Prepare meeting minutes and technical correspondence as delegated by the Resident Engineer.
  • Coordinate with the Contractor’s supervisory staff regarding work sequence, methodology, and schedule compliance.
  • Monitor construction progress and ensure adherence to the Contractor’s approved baseline program.
  • Conduct continuous field inspections of the work in progress and provide consultation to both the Resident Engineer and Contractor’s teams.
  • Prepare written and verbal reports for the Resident Engineer on technical, contractual, and procedural matters.
  • Review and verify as‑built drawings in coordination with inspectors and surveyors.
  • Ensure all site activities are executed in accordance with approved drawings, project specifications, and HSE standards.
  • Identify non‑conformances, initiate corrective actions, and follow up to ensure resolution.
  • Support the Resident Engineer in reviewing technical submittals, progress reports, and project documentation.
  • Maintain effective coordination between the supervision team and the Contractor to resolve site‑related issues efficiently.

Liaise and coordinate with relevant Dubai authorities such as RTA, DM, DEWA, Etisalat, DU, and Civil Defense for inspections, and NOCs.

  • Review authority‑related drawings and ensure compliance with each authority’s latest standards and specifications.
  • Follow up on authority inspection requests and assist in resolving comments or non‑compliance issues.
  • Ensure timely submission and approval of all authority NOCs required for construction, testing, and final handover.
  • Coordinate with utility service providers to facilitate connection works, diversions, and protection of existing services.
  • Attend authority meetings and provide technical input to support the Resident Engineer during coordination and progress discussions.
  • Maintain records of authority communications, approvals, and correspondence for project documentation and handover.
Qualifications
  • Bachelor’s Degree in Civil Engineering or a related discipline from a recognized university.

  • Minimum 10 years of extensive experience in Stormwater line for Sewage Treatment Plant (STP) projects, covering construction supervision, installation, testing, and commissioning of treatment facilities and associated infrastructure.

  • Proven, hands‑on involvement in end‑to‑end delivery, including civil, mechanical, and process‑related components, with a strong understanding of treatment systems and operational requirements.

  • UAE project experience is highly preferred, with in‑depth knowledge of local authority regulations, approval processes, and standards related specifically to STP and infrastructure projects.

  • Strong expertise in construction supervision practices, including review of shop drawings, material submittals, inspection/testing procedures, and as‑built documentation within STP environments.

  • Solid understanding of UAE codes, environmental regulations, and HSE requirements applicable to wastewater treatment facilities.

  • Demonstrated ability to coordinate effectively with contractors, consultants, and authorities to ensure successful and timely delivery of STP projects.
