Job summary

ACCEL HUMAN RESOURCE CONSULTANTS is seeking a senior professional to lead tendering, estimation, costing and commercial proposal functions for renewable energy projects in the UAE. The role focuses on developing competitive bids, overseeing cost estimation, negotiating with suppliers and subcontractors, and ensuring submissions meet technical and contractual requirements.

Qualifications

• Bachelor's degree in a relevant engineering field.
• 8–12 years of experience in tendering, estimation, costing or commercial management, preferably with managerial responsibility.
• Experience leading tender submissions for solar PV, renewable energy, electrical EPC or power projects.
• Knowledge of GCC renewable energy market and commercial risk assessment.

Responsibilities

• Lead the tendering process from opportunity assessment to post-tender negotiations.
• Review RFQs/RFPs, technical specs, drawings and contractual conditions.
• Establish tender strategies, submission plans and deadlines.
• Oversee preparation of technical and commercial proposals and compliance matrices.
• Coordinate with clients, consultants, developers, EPC contractors and authorities.
• Monitor tender opportunities and market developments in the GCC.
• Lead costing, estimation and pricing including BOMs and cost breakdowns.
• Validate costs for modules, inverters, mounting, electrical equipment, battery systems and civil works.
• Determine selling prices, gross margins and commercial returns.
• Identify cost optimisations without compromising quality.
• Lead commercial negotiations with clients, suppliers and subcontractors.
• Support contract reviews, variations and handover to project teams.
• Provide coaching to estimators and tender engineers.
