Role Context

The Senior Specialist provides independent project assurance insight across a strategically important capital portfolio. The position establishes assurance programs, evaluates major project health, monitors execution performance and develops governance mechanisms that help leadership identify delivery risks before they affect cost, schedule or investment outcomes. A significant part of the role also focuses on the Group PMC Framework, including consultant performance measurement, benchmarking and structured reporting to executive leadership.

Key Responsibilities

• Define and develop the annual Group Project Assurance program covering applicable strategic capital projects.
• Monitor implementation of the assurance plan across GP&E verticals and track completion against agreed requirements.
• Guide Group companies and project teams in applying established project assurance processes.
• Monitor implementation of annual project execution programs across relevant Group companies.
• Coordinate and consolidate the status of project assurance initiatives for management reporting.
• Act as Governance and Excellence focal point for annual Project Health Checks and related assurance activities.
• Support Cost Optimization reviews to identify opportunities for stronger capital efficiency and project value.
• Participate in CESAR reviews, Project Execution Reviews and Contracting Strategy Reviews.
• Support Detailed Project Reviews for major projects in accordance with applicable Corporate Planning Guidelines.
• Develop actionable recommendations from assurance reviews and communicate findings to Business Line Directorates and Finance and Investment stakeholders.
• Support efficient capital deployment across the five-year business planning period through disciplined project review and assurance.
• Review project assurance standards and procedures before implementation across Group companies.
• Endorse assurance requirements where appropriate and verify consistency with established project governance expectations.
• Coordinate internally with relevant project and technical stakeholders before cascading standards, procedures and guidelines.
• Provide advice and project assurance input for IPC and IC submissions covering Upstream and DM&T investments.
• Support Post Investment Reviews and communicate findings to relevant leadership teams.
• Capture structural lessons from completed project assurance reviews and promote their application across future and ongoing projects.
• Define and continuously improve the Group Project Assurance process associated with the PMC Framework.
• Support development, maintenance and governance of the Group PMC Framework.
• Establish methods for monitoring the performance of PMC consultants and key personnel.
• Design and maintain a structured PMC benchmarking system covering framework health, consultant performance and key personnel effectiveness.
• Analyze PMC performance information and identify trends, weaknesses and opportunities for improvement.
• Prepare quarterly reporting on the health and performance of the PMC Framework.
• Develop executive-level project assurance reporting for the GCEO and ELT.
• Provide technical advice to Business Line Directorates on PMC framework implementation and consultant performance.
• Review the effectiveness of the overall assurance system annually and recommend improvements.
• Coordinate implementation of approved assurance system enhancements across Group companies.
• Engage senior project leadership to communicate assurance findings, risks and recommended interventions.
• Develop new tools and techniques that improve project assurance quality, consistency and reporting efficiency.
• Identify governance and execution improvements through benchmarking against recognized major-project practices.
• Provide input to departmental budgets and investigate significant expenditure variances where applicable.
• Prepare information for MIS, project assurance dashboards and management progress reports.
• Supervise assigned activities and develop team members through technical guidance, coaching and knowledge transfer.
• Maintain compliance with applicable HSE, sustainability, governance and organizational requirements.

Ideal Profile

• Bachelor 's Degree in Project Management, Engineering, Science or another relevant discipline supported by appropriate project experience.
• Minimum 10 years of relevant professional experience.
• Experience gained within National Oil Companies, International Oil Companies or EPC and EPCM organizations.
• At least 2 years of experience addressing technical discipline challenges at Expert, Principal or Discipline Technical Authority level.
• Significant major project management or engineering experience is essential.
• Strong understanding of capital project governance and project assurance principles.
• Experience developing or implementing project assurance programs across major capital portfolios.
• Practical exposure to project health checks, execution reviews and cost optimization assessments.
• Understanding of contracting strategy reviews and investment approval processes.
• Ability to evaluate project execution performance across cost, schedule, risk, governance and delivery dimensions.
• Experience reviewing project standards, procedures and governance frameworks.
• Knowledge of PMC and EPCM delivery environments and consultant performance management.
• Ability to establish performance benchmarks, KPIs and structured project assurance reporting.
