Qualifications

Role Overview:

The Senior Quantity Surveyor - MEP oversees the day-to-day commercial management of assigned MEP project packages and medium-sized projects, with extensive experience in the delivery of large-scale MEP works across building and shopping mall projects.


Acting as the primary commercial focal point, the role coordinates measurement, valuation, subcontract administration, change management, and commercial reporting activities. The successful candidate ensures that all site activities are accurately measured, valued, and certified, while leading site-based commercial teams in the preparation of variation orders, assessment of subcontractor claims, and maintenance of robust and substantiated cost reporting. The role also plays a vital part in protecting project cash flow through the timely preparation, submission, and certification of progress payment applications.


Key Responsibilities:

Measurement & Valuation


  • Conducts detailed site measurements and take-offs in accordance with POMI or SMM7 standards.

  • Prepares and finalises interim payment applications for the Client and Consultants.

  • Ensures all \"on-site\" and \"off-site\" materials are accurately accounted for in the monthly valuations.


Variation Order Management


  • Identifies deviations from the contract scope and prepares detailed variation folders.

  • Liaises with the site engineering team to gather technical evidence and records for extra works.

  • Prepares, substantiates, and supports the negotiation of variation orders, ensuring that entitlement, measurement and pricing are fully documented and justified.

  • Maintains Change Registers and monitors the commercial status of design revisions, site instructions, consultant instructions, RFIs, drawing/submittal comments, and potential variation events.


Subcontract Administration


  • Manages the procurement and financial administration of various subcontract packages.

  • Evaluates subcontractor monthly progress claims and issues payment certificates.

  • Prepares and negotiates subcontractor final accounts, ensuring all back-charges are accurately deducted.

  • Maintains accurate subcontract commercial records and proactively manages the timely agreement of subcontract final accounts and updates ERP records.


Cost Reporting & Forecasting


  • Prepares package-level Cost-Value Reconciliation data, cost forecasts and Cost-to-Complete (CTC) assessments for review by the Managing Quantity Surveyor.

  • Develops and maintains CTC forecasts for labour, plant, and material and subcontract works, identifying potential cost overruns and recovery opportunities.

  • Identifies potential commercial risks and notifies management of possible budget variances.


Records & Substantiation


  • Maintains a rigorous \"Contemporary Records\" log to support future claims, variations and final account negotiations.

  • Ensures that all site instructions (SIs) and verbal instructions are converted into written contractual notices.

  • Coordinates with the QA/QC and Engineering departments to ensure work is certified before billing.


Qualifications and Experience:


  • Minimum of 10 years of experience in Quantity Surveying, with at least 5 years operating at a Senior level within the UAE or GCC construction market.

  • Bachelor’s Degree in Quantity Surveying or related Engineering degree.

  • Professional Chartership (MRICS) or actively working towards completion of the RICS APC preferred.

  • Knowledge of contract administration, variation management, and commercial entitlement principles.

  • Knowledge of quantity measurement methodologies, valuation procedures, and standard methods of measurement.

  • Knowledge of cost forecasting, subcontract administration, and commercial reporting practices.

  • Skills in preparing and substantiating variation orders, interim payment applications, and final account documentation.

  • Skills in evaluating subcontractor claims, payment certifications, and commercial records.

  • Skills in utilising measurement software, ERP systems, and commercial reporting tools to support cost management activities.

  • Ability to interpret contract documents, engineering drawings, specifications, and commercial requirements.

  • Ability to identify commercial risks, assess cost impacts, and develop cost-to-complete forecasts for assigned project packages.

  • Ability to lead package-level commercial activities and coordinate project teams, consultants, and subcontractors to achieve commercial objectives.
