Job summary

Parsons in Dubai seeks an accomplished Senior Quantity Surveyor - Infrastructure Cost to lead commercial and contractual activities on major roads and infrastructure programs. You will manage measurement, payments, variations, and claims, mentoring other surveyors and ensuring CESMM/FIDIC compliance in a senior, client-facing capacity.

The ideal candidate holds MRICS and at least 15 years of relevant experience, with strong BOQ, re-measurement, and tender expertise.

Qualifications

  • MRICS membership is required.
  • Minimum 15 years of relevant professional experience.
  • Extensive prime contract administration experience on major roads and large infrastructure projects.
  • Strong background in quantity measurement and re-measurement contracts.
  • Practical experience reviewing interim and final measurements.
  • Strong understanding of Bills of Quantities and BOQ recapitulation.
  • Demonstrated capability in Change Order and Variation Order administration.
  • Sound experience evaluating contractor claims and contractual entitlement.
  • Strong working knowledge of FIDIC contract conditions.
  • Conversant with CESMM and relevant infrastructure measurement standards.

Responsibilities

  • Manage contractual and commercial correspondence throughout the assigned infrastructure project.
  • Review completed contractor works and verify quantities through accurate re-measurement.
  • Maintain oversight of cost reports, variations, claims, payment records, and associated commercial documentation.
  • Monitor payment, variation, and claims logs to ensure current and traceable records.
  • Coordinate with the client on commercial matters, financial submissions, and contractual requirements.
  • Work with the construction supervision team when technical matters result in contractual or claims-related correspondence.
  • Draft and review contractual letters concerning payments, variations, claims, and other commercial issues.
  • Provide commercial and contractual support to project management and engineering teams.
  • Guide Quantity Surveyors in applying appropriate measurement principles and contract requirements.
  • Review BOQ recapitulations and verify consistency with measured works and contractual quantities.
  • Examine Monthly Financial Affairs Reports for accuracy and completeness.
  • Review interim measurements and confirm quantities claimed against actual progress.
  • Assess final measurements as part of project financial closeout.
  • Review contractor and consultant interim and final payment certificates.
  • Process contractor payment certificates with the required supporting records and recommendations.
  • Verify quantities, rates, deductions, adjustments, and contractual entitlements before payment certification.
  • Prepare or review tender documentation and tender evaluation reports.
  • Assess variation proposals and new rate submissions for commercial justification.
  • Prepare and review Variation Orders and Change Orders before approval.
  • Evaluate the cost implications of design changes and additional works.
  • Support cost planning, forecasting, and ongoing cost control activities.
  • Assist with detailed evaluation of contractor claims and supporting particulars.
  • Review commercial submissions against FIDIC provisions, CESMM measurement principles, and applicable contract conditions.
  • Maintain clear commercial records capable of supporting audits, negotiations, claims assessments, and final account settlement.
  • Provide senior commercial input to help management identify emerging cost and contractual exposure.
