Job summary

Parsons in Dubai seeks a Senior Quantity Surveyor - Cost Control to manage re-measurement, cost reporting, variation assessment, claims review and payment certification on major roads and infrastructure projects.

The role requires a civil engineering background, 15+ years of prime contract administration experience, familiarity with CESMM and FIDIC, and strong English communication; UAE/Dubai infrastructure project exposure is highly regarded.

Qualifications

• Bachelor's or master's degree in Civil Engineering, Construction Management, or Quantity Surveying.
• Minimum 15 years of experience in prime contract administration on major roads and infrastructure.
• MRICS membership is highly preferred.
• Strong knowledge of CESMM and FIDIC standards.
• Experience reviewing BOQs, payments, variations, and claims.
• Excellent English communication and client coordination.

Responsibilities

• Manage contractual and commercial correspondence related to roads and infrastructure projects.
• Handle cost reports, variations, claims, payment records, and commercial documentation.
• Maintain payment logs, variation logs, claims logs, and related registers.
• Coordinate with clients on quantity surveying, payment, cost control, and contract matters.
• Support project teams on commercial and contractual issues throughout the lifecycle.
• Guide QS teams on measurement principles, BOQ interpretation, and re-measurement.
• Review BOQ recapitulation, monthly financials, and interim/final measurements.
• Prepare and review tender documents, variation submissions, and cost support information.
• Apply CESMM and FIDIC standards when reviewing measurements and payments.
