Job summary

Target Engineering Construction Co LLC in Abu Dhabi seeks a Senior NDT QA Engineer to lead QA for large Oil & Gas EPC projects, establishing and improving NDT and welding QA processes in line with project specs, QMS, and client requirements.

Qualifications

  • Bachelor's Degree in Engineering or equivalent qualification.
  • NDT Level III Certification (ASNT/PCN/CSWIP or equivalent) is mandatory.
  • 15+ years of Oil & Gas EPC project experience, with 10+ years in senior NDT/QA roles.
  • Strong experience with RT, UT, PAUT, TOFD, MT/MPI, PT, and VT methodologies.

Responsibilities

  • Implement and maintain NDT QA programs aligned with project specs, QMS, and client requirements.
  • Ensure NDT activities comply with approved procedures, codes, standards, and contract requirements.
  • Conduct surveillance to verify effectiveness of NDT processes and drive improvements.
  • Review and approve NDT procedures, inspection methodologies, and acceptance criteria.
  • Lead internal audits, surveillance, corrective actions, and documentation controls.
  • Coordinate with clients, PMCs, inspectors, and subcontractors on NDT quality matters.

We are looking for an accomplished Senior NDT QA Engineer to lead quality assurance activities for major Oil & Gas EPC projects. The successful candidate will be responsible for establishing, implementing, monitoring, and continuously improving NDT and welding quality assurance processes while ensuring full compliance with project specifications, international standards, client requirements, and regulatory obligations.

This is a strategic QA role focused on quality systems, procedure compliance, audits, qualification management, surveillance, and continuous improvement across all NDT activities.

YOUR ROLE

As our Senior QA Engineer (NDT), you will

NDT Quality Assurance Management
  • Implement and maintain project NDT Quality Assurance programs in line with project specifications, Quality Management Systems (QMS), and client requirements.
  • Ensure all NDT activities are performed in accordance with approved procedures, codes, standards, and contractual requirements.
  • Monitor compliance with Inspection & Test Plans (ITPs), Quality Control Procedures, and Project Quality Plans.
  • Conduct regular surveillance to verify the effectiveness of NDT processes and quality systems.
  • Drive continuous improvement initiatives to enhance quality performance and inspection reliability.
Welding & NDT Compliance Assurance
  • Review and approve NDT procedures, inspection methodologies, and acceptance criteria.
  • Verify compliance of Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and welder qualifications.
  • Ensure NDT personnel certifications meet project and international standard requirements.
  • Provide technical guidance on Radiographic Testing (RT), Ultrasonic Testing (UT), Phased Array UT (PAUT), TOFD, Magnetic Particle Testing (MT/MPI), Penetrant Testing (PT), and Visual Testing (VT).
  • Ensure full compliance with applicable ASME, API, AWS, ISO, and client standards.
Audits, Surveillance & Process Improvement
  • Plan and conduct internal quality audits and site surveillance activities.
  • Evaluate the effectiveness of NDT execution and subcontractor performance.
  • Identify gaps, risks, and non-compliance issues within project quality processes.
  • Lead corrective and preventive action programs and verify their implementation.
  • Support project teams in achieving quality objectives and continuous improvement targets.
  • Review and verify qualification records for NDT personnel, inspectors, and subcontractors.
  • Ensure compliance with certification requirements for NDT personnel and inspection agencies.
  • Monitor training, competency assessments, and qualification validity.
  • Provide mentoring and technical support to QA/QC and inspection teams.
Documentation & Quality Systems
  • Review and approve NDT dossiers, inspection records, qualification documents, and quality reports.
  • Ensure traceability of welding and NDT documentation throughout the project lifecycle.
  • Maintain quality records in accordance with project and client document control requirements.
  • Support final handover documentation and turnover dossiers.
NCR, Root Cause Analysis & Corrective Actions
  • Lead investigations of quality non-conformities related to welding and NDT activities.
  • Perform root cause analysis and develop corrective and preventive actions.
  • Monitor closure and effectiveness of corrective actions.
  • Analyze recurring quality issues and implement preventive measures to improve project performance.
Client & Stakeholder Interface
  • Act as the primary focal point for clients, PMCs, consultants, and third-party inspection agencies on NDT quality assurance matters.
  • Participate in quality meetings, audits, management reviews, and inspection activities.
  • Present quality performance reports and compliance status updates.
  • Support client audits and ensure timely resolution of quality-related concerns.
WHAT WE’RE LOOKING FOR
Education / Certifications / Licenses
  • Bachelor's Degree in Engineering or equivalent qualification.
  • NDT Level III Certification (ASNT/PCN/CSWIP or equivalent) is mandatory.
Experience
  • Minimum 15 years of experience in Oil & Gas EPC projects.
  • Minimum 10 years of dedicated NDT experience in senior QA or engineering roles.
  • Strong experience with RT, UT, PAUT, TOFD, MT/MPI, PT, and VT methodologies.
Skills and Competencies
  • Extensive knowledge of Welding and NDT Codes, Standards, and Specifications.
  • Thorough understanding of personnel and procedure qualification requirements.
  • Familiarity with Quality Management Systems (ISO 9001) and EPC quality processes.
  • Experience in conducting audits, surveillance programs, and compliance assessments.
  • Strong understanding of welding quality assurance, weld traceability, and inspection documentation.
  • Ability to interpret P&IDs, isometrics, fabrication drawings, and engineering specifications.
  • Strong leadership and quality management capabilities.
  • Excellent communication, coordination, and stakeholder management skills.
  • High attention to detail and analytical thinking.
  • Strong report-writing and technical documentation skills.
  • Proficient in MS Office and quality management software.
  • Excellent written and spoken English.
