Job summary

Penspen Ltd in Abu Dhabi seeks a Senior QA/QC Engineer with strong PMC experience to lead quality assurance and quality control across engineering, procurement, construction, commissioning and start-up activities. The role ensures compliance with client specifications, international standards and regulatory requirements.

The successful candidate will develop and maintain QMS, conduct audits, manage NCRs and CAPA, and coordinate FAT/SAT and vendor inspections within multi-disciplinary EPC

Qualifications

• Bachelor’s degree in Engineering.
• 15+ years of oil & gas experience in the oil and gas industry.
• 5+ years in PMC projects.
• Solid background in multi‑discipline EPC projects.
• Experience managing FEED, detailed design, and EPC project phases.
• Strong knowledge of quality management systems, engineering practices, and international codes and standards (API, ASME, ASTM, AWS, ISO, IEC).
• Experience with contractor quality surveillance, vendor inspections, FAT/SAT, NCR management, root cause analysis, and CAPA implementation.
• Strong experience in greenfield & brownfield terminal and facilities upgrade projects.
• GCC/Middle East oil & gas project experience is preferred.

Responsibilities

• Develop, implement, and maintain the Project Quality Management System (QMS) in accordance with ISO 9001, client specifications, and project requirements.
• Review and monitor EPC contractor Quality Plans, Inspection and Test Plans (ITPs), Method Statements, and QA/QC procedures.
• Ensure compliance with applicable international codes and standards, including API, ASME, ASTM, AWS, ISO, IEC, and client-specific requirements.
• Conduct quality audits, inspections, surveillance, and assessments during engineering, procurement, construction, and commissioning phases.
• Review and close out Non-Conformance Reports (NCRs), corrective and preventive actions (CAPA), and quality deviations.
• Coordinate vendor inspections, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and material inspections.
• Monitor contractor and vendor quality performance, ensuring timely resolution of quality issues and continuous improvement.
• Participate in design reviews, constructability reviews, commissioning readiness reviews, and project quality meetings.
• Prepare quality reports, KPIs, audit findings, and management reports for clients and project leadership.
• Ensure compliance with project HSE, quality, and regulatory requirements throughout the project lifecycle.
