Job summary

Hill International, Inc. is seeking a Senior Project Manager to lead large-scale infrastructure programs in the GCC region. You will oversee PMC construction delivery, manage contractor performance, and coordinate with stakeholders to ensure on-time, within-budget project completion from design through handover.

Applicants should have a civil engineering background, 20 years in major infrastructure projects, and PMP/APM certification. Excellent English communication is required.

Qualifications

• Bachelor’s Degree in Civil Engineering.
• Minimum 20 years’ experience in major infrastructure (roads / utilities / urban development) projects operating within the GCC Region.
• A minimum of 5 years experience as a Project Manager delivering major roads, utilities and urban development projects.
• Strong experience in PMC / Construction Supervision roles, contract administration, stakeholder management, and multidisciplinary coordination.
• Preferably PMP / APM certified.
• Excellent command of written and spoken English.

Responsibilities

• Lead the PMC site delivery/construction team; manage contractor performance, interface coordination, progress, risk, and commercial/contractual matters.
• Ensure compliance with approved program, design, quality, HSSE, cost and reporting requirements; coordinate with Employer, Engineer, consultants and stakeholders for timely delivery.
• Manage tasks related to Infrastructure from design through execution and handover phases.
• Review possible Infrastructure Package Procurement Strategies for discussion and implementation.
• Ensure coordination between Design, Construction and Commercial disciplines in terms of Infrastructure.
• Manage Construction Managers.
• Review progress and adherence to Technical, Safety and Quality standards.
• Ensure Quality Standards across all works are achieved.
• Ensure highest levels of Site Safety are established, implemented and maintained.
• Ensure continual compliance with project delivery strategies and timescales.
• Ensure all parties perform in accordance with their contracted services and duties.
• Evaluate progress on Construction Methodology & Schedules and mitigate cost/time deviations.
• Review Contractor’s submitted Monthly Reports.
• Communicate project risks to Project Director and Delivery Teams.
• Monitor and review Consultants’ / Contractors’ performance; provide regular feedback and address underperformance.
• Ensure Risk Assessments and Method Statements are produced, reviewed and signed off.
• Identify and mitigate Project Risks; feed into central Risk Register.
• Chair meetings as necessary.
• Ensure environmental compliance and direction.
• Ensure commissioning works and snagging lists are completed.
• Ensure works comply with handover standards and are coordinated with site logistics.
• Perform other duties as assigned by line manager/supervisor.

Oversees contractor performance, site activities, and coordination among stakeholders, consultants, and engineering teams. Ensures compliance with safety, quality, and environmental standards throughout all project phases. Manages risks, schedules, procurement strategies, and project reporting while addressing any delays or performance issues. • Ensure perceived project risks are communicated to the Project Director and Delivery Teams.
• Ensure the monitoring and review of Consultants’ / Contractors’ performance, give regular, objective feedback on progress, and address poor performance immediately.
• Ensure adequate Risk Assessments and Method Statements are produced, reviewed and signed off.
• Ensure Project Risks are timeously identified, recorded and have adequate mitigation strategy and responsibilities assigned and are fed into a central Project Risk Register.
• Chair meetings as necessary.
• Ensure compliance with all environmental requirements and direction.
• Ensure all necessary commissioning works are undertaken, and any necessary snagging lists are actioned accordingly.
• Ensure completed Works comply with standards sign off and handover protocols and standards.
• Ensure all works are coordinated with the overall project/site logistics, planning and any required modifications are implemented timeously in a proactive manner.
• Perform other duties as assigned by the line manager/supervisor.
