ADNOC Group is seeking a Senior Project Manager - Plant Development in Abu Dhabi to lead capital programs across new plants and surface facilities. Role Context

Capital developments must satisfy production needs while remaining technically achievable, financially controlled and consistent with shareholder expectations. The Senior Project Manager will establish the delivery basis, coordinate internal stakeholders and hold consultants and contractors accountable for safe execution. Effective leadership in this position will reduce scope changes, rework, schedule delays and risks to planned production.

Key Responsibilities
  • The assignment carries technical, commercial and supervisory authority throughout the complete project cycle.
  • Shape conceptual proposals and provide engineering direction during early development.
  • Review available technical information to establish future plant and facility requirements.
  • Define project objectives, boundaries, execution scope and feasibility requirements.
  • Obtain cost, engineering and operational data needed to compare development alternatives.
  • Direct the refinement of preliminary concepts into coherent and deliverable project plans.
  • Coordinate design reviews, equipment specifications and material-selection activities.
  • Provide technical oversight during procurement, contracting and competitive tendering.
  • Ensure that designs and execution methods satisfy applicable codes, practices and standards.
  • Develop project strategies jointly with operations, Finance, Commercial Support and other functions.
  • Approve overall work programs, contractor terms of reference and project working procedures.
  • Establish the technical and administrative basis required to enter the execution phase.
  • Lead multidisciplinary engineers through engineering, procurement, construction and start-up.
  • Supervise Project Management Consultants responsible for field oversight and contract administration.
  • Manage multinational contractors against agreed scope, quality, budget, HSE and completion targets.
  • Initiate and control bidder-prequalification activities for major contract packages.
  • Review purchase, subcontract and contract-award recommendations before endorsement.
  • Assess variation orders and ensure revised plans reflect approved scope or cost changes.
  • Control project budgets, contract expenditure and delegated financial authorizations.
  • Establish safety programs and audit compliance with approved work methods.
  • Intervene when contractor practices or project conditions create unacceptable risk.
  • Evaluate alternate construction solutions, including fabrication and structural options.
  • Set phased completion and acceptance priorities in consultation with operating users.
  • Forecast completion dates and coordinate subsequent start-up and staffing plans.
  • Address financial matters involving forecasts, currencies, restrictions and import duties.
  • Present project information and recommendations during Tender Board meetings.
  • Measure contractor performance across engineering quality, cost, schedule and safety.
  • Require corrective action when delivery performance falls below agreed expectations.
  • Prepare weekly executive highlights and monthly engineering, procurement and construction reports.
  • Maintain the technical integrity of surface facilities through every project stage.
  • Define quality-control expectations for activities performed under the role 's authority.
  • Coordinate divisional and companywide discussions within the assigned technical specialization.
  • Review contractor work programs and recommend their acceptance, revision or rejection.
  • Complete developments within approved HSE, quality, financial and schedule commitments.
Ideal Profile

The position requires a Bachelor 's Degree in Engineering or an equivalent academic qualification. Candidates must have at least 12 years of oil and gas project engineering or execution experience, with five years spent directing multidisciplinary personnel, consultants and contractors responsible for project definition and implementation. Applicants should possess mature knowledge of contract administration, project planning, budget management and cost control. The role calls for decisive leadership, commercial awareness and the ability to protect technical quality while managing competing delivery priorities. A Project Management Professional certification is required.
