Key Responsibilities
- Lead project definition activities and provide technical direction during proposal and conceptual development stages.
- Establish clear project objectives, scope boundaries, implementation priorities and execution strategies.
- Coordinate engineering design activities and ensure material specifications satisfy operational and technical requirements.
- Provide technical oversight during procurement, tendering and contractor selection processes.
- Manage Project Management Consultants responsible for engineering coordination, site supervision and administration.
- Direct multidisciplinary engineering teams across assigned field development and facility projects.
- Lead projects through initiation, design, procurement, construction, commissioning, start-up and final handover.
- Coordinate multinational contractors and ensure work progresses in accordance with approved project management practices.
- Verify that contractors comply with HSE requirements, approved method statements and site safety procedures.
- Establish appropriate engineering codes, standards, procedures and project-specific working practices.
- Review available technical information to determine future project requirements, constraints and development opportunities.
- Evaluate project alternatives based on technical feasibility, expected cost, schedule and operational impact.
- Refine preliminary concepts into structured and commercially viable project plans.
- Coordinate project strategy development with user departments, Finance, Commercial Support and other business functions.
- Review and approve work programs, contractor terms of reference and project execution procedures.
- Establish the technical and administrative framework required before execution activities begin.
- Manage bidder prequalification and contribute to contractor selection decisions.
- Maintain control over project budgets, contract expenditure and approved financial authority.
- Review purchase recommendations, subcontract proposals and variation orders throughout project execution.
- Ensure revised scope, cost and schedule information is incorporated into approved project plans.
- Monitor overall contractor performance across safety, quality, cost and schedule.
- Require corrective action where contractor performance does not meet project expectations.
- Coordinate financial matters associated with currency requirements, import duty considerations and project forecasts.
- Attend Tender Board meetings and other commercial reviews when required.
- Prepare and review weekly highlights and monthly progress information covering engineering, procurement and construction.
- Advise management of expected completion dates to support commissioning and start-up planning.
- Contribute to development of start-up programs and operational manning requirements.
- Evaluate alternative engineering and construction solutions including fabrication and structural options.
- Coordinate phased facility completion and acceptance with the end user where appropriate.
- Maintain the technical integrity of surface facilities throughout project development and execution.
- Ensure quality assurance and control standards are implemented consistently across assigned projects.
- Develop and manage field development projects in line with approved company objectives and technical guidelines.
- Protect project economics by minimizing uncontrolled scope changes, rework and execution delays.
- Recommend acceptance or rejection of contractor work programs and execution proposals.
- Lead or participate in technical and companywide committees related to project development and execution.
Ideal Profile
- Bachelor Degree in Engineering or an equivalent recognized qualification.
- Minimum 12 years of professional experience in project engineering or project execution within the Oil and Gas industry.
- At least 5 years of experience leading multidisciplinary engineering teams, consultants and contractors.
- PMP certification is required.
- Demonstrated experience managing major development projects and modifications to operating facilities.
- Strong knowledge of engineering, procurement, construction, commissioning and start-up processes.
- Experience managing Project Management Consultants and multinational contractors.
- Sound understanding of project contracts, tendering and contractor prequalification.
- Strong capability in project planning, budgeting and cost control.
- Experience reviewing contract recommendations, variations and expenditure approvals.
- Ability to evaluate technical alternatives and make decisions with significant cost or schedule implications.
- Understanding of field development and surface facility project requirements.
- Strong knowledge of HSE governance for major engineering and construction projects.
- Proven ability to lead technical teams and resolve complex multidisciplinary interfaces.
- Strong commercial awareness combined with practical engineering judgment.
- Effective communication and leadership skills in multicultural project environments.
