Job summary

Client of Brunel is seeking a Senior Procurement Officer in Fujairah, UAE to manage end-to-end purchasing for raw materials, cement, aggregates, machinery and services within a centralized function, driving strategic sourcing and cost optimization.

You will negotiate LTAs, oversee supplier relationships, ensure ISO quality and safety compliance, coordinate with production and warehouse teams to forecast needs, and deliver regular procurement reports and cost‑savings analyses to senior management.

Qualifications

• Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field.
• Minimum 5-8 years of professional experience in procurement, centralized for manufacturing, construction materials, or mining/quarrying.
• Experience with ERP systems (Oracle) and MS Office (Excel).
• Excellent English communication skills; Arabic is a plus.
• CIPS or similar certification is a plus.

Job description

The Senior Procurement Officer is responsible for managing the end-to-end purchasing process within a centralized function ensuring timely delivery of raw materials, machinery and services at the best value for all group companies. This role focuses on strategic sourcing, cost optimization, vendor relationship management and ensuring that all purchases adhere to strict quality standards and safety regulations.

Strategic Sourcing & Procurement Management

Centralized Role. Manage the full procurement cycle for raw materials, cement, aggregates, binders, minerals, rock, machinery spare parts, explosives for quarrying and consumables for all business units. Implement procurement policies, procedures and centralized sourcing strategies to achieve cost efficiencies including bulk purchasing agreements. Evaluate and select suppliers, maintain a high-performance approved vendor list. Analyze market trends and prices for materials like foundry coke, aggregates, cement and chemical raw materials to determine the best procurement timing.

Negotiation & Contract Management

Negotiate long-term contracts LTAs and pricing agreements with suppliers to secure the best value for money including favourable payment terms and delivery schedules. Resolve contractual disputes, supplier issues or discrepancies in quality or quantity. Manage high-value imports and international sourcing ensuring compliance with local logistics regulations and customs clearance for raw materials and machinery.

Operational Coordination & Inventory Support

Collaborate with Production Managers, Project Managers and Warehouse Teams to forecast needs ensuring uninterrupted production at factories and quarries. Monitor inventory levels of consumables to prevent stockouts or excessive overstocking. Process purchase requisitions and purchase orders POs via ERP systems Oracle ensuring accurate technical specifications.

Quality & Compliance

Ensure all procured items meet strict technical specifications, quality standards ISO and safety requirements. Ensure full compliance with internal procurement policies, local regulations and safety standards.

Reporting & Performance Analysis

Prepare regular procurement reports, cost comparisons and savings analysis for senior management. Conduct supplier performance evaluations monitoring requirements. Key Performance Indicators KPIs: Percentage of procurement cost savings, Timely delivery of materials, Material On Time to production units, Supplier performance rating and compliance, Accuracy of procurement documentation and records.

Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field. Minimum 5-8 years of professional experience in procurement, specifically in a centralized procurement setup for manufacturing, construction materials, or mining/quarrying. Deep understanding of construction materials (aggregates, cement), industrial machinery maintenance parts, and international shipping/logistics. Strong negotiation and analytical skills. Proficiency in ERP systems (Oracle) and MS Office (Excel). Excellent communication skills in English (Arabic is a plus). Certifications: CIPS (Chartered Institute of Procurement & Supply) or similar is a plus.
