Job summary

Brunel in Fujairah is seeking a Senior Procurement Officer to lead a centralized purchasing function for raw materials, machinery and services across group companies.

You will manage end-to-end procurement, negotiate LTAs, oversee supplier performance, ensure quality and safety, and coordinate with production and logistics in a fast-paced oil and gas environment.

Qualifications

• Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field.
• 5–8 years of procurement experience in centralized setups for manufacturing or construction materials.
• Experience with Oracle ERP and strong Excel skills.
• Strong negotiation and analytical abilities; excellent English; Arabic is a plus.
• CIPS certification or similar is advantageous.

We are reaching out about an excellent opportunity for an experienced Senior Procurement Officer to join our client in Fujairah within the oil and gas sector. In this pivotal position, you will lead a centralized procurement function, managing the full purchasing lifecycle for raw materials, machinery, and services across all group companies. Our client is looking for someone who can balance strategic thinking with hands-on execution, ensuring quality, safety, and cost-efficiency are always achieved.

Key Responsibilities:

• The Senior Procurement Officer is responsible for managing the end-to-end purchasing process within a centralized function, ensuring timely delivery of raw materials, machinery, and services at the best value for all group companies. This role focuses on strategic sourcing, cost optimization, vendor relationship management, and ensuring that all purchases adhere to strict quality standards and safety regulations.

Strategic Sourcing & Procurement Management (Centralized Role)

• Manage the full procurement cycle for raw materials (cement, aggregates, binders, minerals, rock), machinery spare parts, explosives for quarrying, and consumables for all business units.
• Implement procurement policies, procedures, and centralized sourcing strategies to achieve cost efficiencies, including bulk purchasing agreements.
• Evaluate and select suppliers; maintain a high-performance approved vendor list.
• Analyze market trends and prices for materials like foundry coke, aggregates, cement, and chemical raw materials to determine the best procurement timing.

Negotiation & Contract Management

• Negotiate long-term contracts (LTAs) and pricing agreements with suppliers to secure the best value for money, including favourable payment terms and delivery schedules.
• Resolve contractual disputes, supplier issues, or discrepancies in quality or quantity.
• Manage high-value imports and international sourcing, ensuring compliance with local logistics regulations and customs clearance for raw materials and machinery.

Operational Coordination & Inventory Support

• Collaborate with Production Managers, Project Managers, and Warehouse Teams to forecast needs, ensuring uninterrupted production at factories and quarries.
• Monitor inventory levels of consumables to prevent stockouts or excessive overstocking.
• Process purchase requisitions and purchase orders (POs) via ERP systems (Oracle) ensuring accurate technical specifications.

Quality & Compliance

• Ensure all procured items meet strict technical specifications, quality standards (ISO), and safety requirements.
• Ensure full compliance with internal procurement policies, local regulations, and safety standards.

Reporting & Performance Analysis

• Prepare regular procurement reports, cost comparisons, and savings analysis for senior management.
• Conduct supplier performance evaluations, monitoring requirements.

• Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field.
• Minimum 5-8 years of professional experience in procurement, specifically in a centralized procurement setup for manufacturing, construction materials, or mining/quarrying.
• Deep understanding of construction materials (aggregates, cement), industrial machinery maintenance parts, and international shipping/logistics.
• Strong negotiation and analytical skills. Proficiency in ERP systems (Oracle) and MS Office (Excel).
• Excellent communication skills in English (Arabic is a plus).
• Certifications: CIPS (Chartered Institute of Procurement & Supply) or similar is a plus.
