Job summary

Client of Synergy Expat Jobs seeks a Procurement Manager to lead end-to-end procurement and strategic sourcing for a diversified African Group with operations in mining, engineering, construction and other industrial businesses in the UAE.

The role focuses on cost optimization, supply continuity, quality, governance and value delivery across direct, indirect materials, MRO, CAPEX equipment, services and projects.

Qualifications

• Bachelor's degree in engineering or related field.
• 10-15+ years of progressive procurement and strategic sourcing experience.
• Minimum 5 years in a managerial or senior procurement role.
• Experience with diversified industrial groups; exposure to mining, power, engineering or heavy industry.
• Experience managing high-value CAPEX, MRO, equipment and international sourcing.
• Dubai or UAE regional hub experience is advantageous.

Responsibilities

• Lead end-to-end procurement across diversified industrial operations.
• Develop sourcing strategies for direct, indirect materials, MRO, CAPEX and services.
• Manage complete procurement lifecycle from requirements to delivery.
• Conduct supplier evaluation, negotiation and contract management.
• Drive cost optimization, value engineering and supplier performance.
• Collaborate with engineering, production, finance, logistics and project teams.
• Coordinate international procurement and logistics with Incoterms (EXW, FOB, CIF, DDP).
• Ensure compliance with governance, policies and audit requirements.
• Prepare procurement reports and data-driven insights for senior management.

b Role b The Procurement Manager will lead end-to-end procurement and strategic sourcing activities for a diversified African Group with operations across mining, engineering, construction and other industrial businesses The role will be responsible for managing procurement portfolio covering direct and indirect materials MRO CAPEX equipment spare parts services and project-related requirements with a strong focus on cost optimization supply continuity quality commercial value and governance

Key Responsibilities

• 1 Strategic Sourcing amp Procurement ManagementLead end-to-end procurement activities across the Group s diversified industrial operations Develop and implement sourcing strategies for direct materials indirect materials MRO CAPEX equipment services and project-related requirements Manage the complete procurement lifecycle from requirement review through supplier selection negotiation purchase order placement expediting and delivery Ensure timely availability of critical materials equipment and services to support uninterrupted business and project operations Manage a high-value procurement portfolio while optimizing cost quality delivery and overall commercial value
• 2 Tendering amp Commercial ManagementManage the complete sourcing and tendering cycle including Prepare detailed commercial comparisons and recommendations for management approval Ensure procurement decisions are commercially competitive technically compliant and aligned with approved budgets
• 3 Supplier Development amp Vendor ManagementIdentify evaluate prequalify and develop reliable local and international suppliers Strengthen the vendor base to increase competition reduce dependency on single sources and mitigate supply-chain risks Conduct supplier benchmarking market research and capability assessments Monitor supplier performance against agreed quality cost delivery service and contractual requirements Drive corrective actions and supplier improvement initiatives where required
• 4 Cost Optimisation amp Strategic AnalysisConduct spend analysis and identify opportunities for cost reduction value engineering consolidation and strategic sourcing Analyse market trends commodity prices supplier capabilities and regional supply markets Develop sourcing strategies based on supplier benchmarking cost comparisons and total cost of ownership Lead negotiations to achieve the best possible commercial outcomes without compromising quality or supply continuity
• 5 Negotiation amp Contract ManagementLead high-value commercial negotiations with suppliers and service providers Negotiate pricing payment terms delivery schedules warranties service levels contractual conditions and other commercial terms Review and manage procurement-related contracts and agreements in coordination with internal stakeholders Ensure contractual obligations and supplier commitments are properly monitored and administered
• 6 Cross-Functional CoordinationWork closely with engineering production maintenance operations finance logistics and project teams Ensure procurement requirements are aligned with technical specifications project schedules budgets and operational priorities Support project and operational teams in planning critical and long-lead procurement requirements Coordinate with logistics and freight teams to ensure smooth and timely movement of goods across international locations
• 7 International Procurement amp LogisticsManage international sourcing and procurement activities from global supply markets Ensure effective application of Incoterms including EXW FOB CFR CIF and DDP Coordinate commercial and procurement aspects of international shipments freight insurance customs and delivery requirements Manage procurement transactions involving payment instruments such as Letters of Credit LCs and other agreed payment terms Ensure timely expediting of critical materials and equipment
• 8 Governance Compliance amp Risk ManagementEnsure all procurement activities comply with internal policies approval procedures governance requirements ethical sourcing standards and audit requirements Maintain proper procurement documentation and ensure transparency throughout the sourcing process Identify and mitigate procurement and supply-chain risks Ensure appropriate approval and delegation procedures are followed for all purchasing commitments
• 9 Reporting amp Management InformationPrepare and present procurement reports and management dashboards Monitor and report on Provide data-driven insights and recommendations to senior management for strategic decision-making

Education: Bachelor's Degree in Engineering, Supply Chain Management, Procurement, Business Administration, or a related discipline . Professional qualifications such as CIPS, CPSM, MBA, or equivalent will be an advantage.

Experience: 10 15+ years of progressive procurement and strategic sourcing experience . Minimum 5 years in a managerial or senior procurement role . Experience managing procurement for a diversified industrial group or multi-business organization . Strong exposure to sectors such as mining, power generation, engineering, construction, manufacturing, or heavy industry . Experience managing high-value CAPEX, MRO, equipment, project procurement, and international sourcing . Prior experience supporting African operations or emerging markets will be a significant advantage. Working Experience of a regional or corporate procurement hub such as Dubai is mandatory
