Qualifications

• Bachelor's degree in Electrical Engineering
• 6 years of experience in electrical works and project delivery

Responsibilities

• Lead energy efficiency and power resilience strategy for critical facilities; determine redundancy, grounding, testing, commissioning and energization plans
• Evaluate performance of contracted consultants and contractors for compliance with laws, regulations, programmes, schedules and contractual requirements
• Prepare correspondence and responses to electrical works inquiries with government entities, consultants and contractors; prepare weekly and semi-monthly progress reports
• Comply with information security policies and participate in related training

• Study and review proposed tender documents for the execution of electrical works for assigned projects, develop proposals and detailed work programmes for the electrical works, and establish the timelines for each activity in coordination with consultants and contractors. Present the proposed programmes to the direct supervisor for review and approval in accordance with the delegated authority.
• Follow up with consultants and contractors throughout the warranty period to ensure their compliance with completing the required maintenance works for assigned complex projects and rectifying any defects that may arise in accordance with the contract terms, particularly with regard to electrical works. Review and approve financial payments to contractors and consultants, evaluate variation orders for assigned projects, incorporate the necessary amendments in line with the best interests of the work, and review and scrutinize financial claims related to completed projects with respect to electrical works.
• Conduct regular site visits to assigned projects under execution to monitor the progress of electrical works and ensure the quality of materials and completed works and their compliance with approved designs, plans, and drawings. Ensure that contractors adhere to approved schedules and approve the technical personnel of consultants and contractors in this field.
• Lead the energy efficiency and power supply resilience strategy for critical facilities; determine redundancy levels and the grounding and lightning protection philosophy; approve testing, commissioning, system integration, and energization plans; and manage the electrical risk register, isolation and energy-control procedures, and work permit requirements.
• Contribute to evaluating the performance of contracted consultants and contractors during the implementation of assigned complex projects, particularly their compliance with applicable laws, regulations, approved programmes, schedules, and contractual requirements.
• Prepare the required correspondence and responses related to electrical works for assigned projects, including responding to inquiries and addressing relevant matters with government entities, consultants, and contractors. Prepare weekly and semi-monthly progress reports on assigned projects, covering achievements, constraints, challenges affecting work progress, and the necessary proposals and recommendations to address them.
• Comply with information security and data and information protection policies in accordance with the Municipality’s approved Data Classification Policy. Report any violations or security breaches through the channels designated by the Department and participate in information security-related training programmes.
• Perform any other duties and responsibilities related to the nature and scope of the position, as assigned.
