Job summary

Decima International is seeking an experienced Procurement & Contracts Lead to steer procurement and contract lifecycle on large-scale data center and infrastructure programs in the Middle East. The role acts as Owner’s onsite representative, guiding strategy, tendering, negotiation, post-award administration, and close-out to protect the Client’s commercial position.

Qualifications

Bachelor's degree in Engineering, Construction Management, Law, or related discipline.
12–15 years procurement and contracts experience on major construction or infrastructure projects.
Minimum 5 years leading procurement, contracts, or commercial function.
Strong experience with full procurement lifecycle from strategy to close-out.
Experience with EPC contracts and FIDIC or equivalent forms.
Fluent written and spoken English.

Responsibilities

Develop and implement procurement and contracting strategies across project packages.
Lead tendering, prequalification, RFQs/RFPs, and bid evaluations.
Coordinate post-award administration, variations, and close-out.
Maintain contract registers, notices, and key dates.
Lead and develop procurement and contracts team, and manage risks.
