Job summary

Decima International is seeking an experienced Procurement & Contracts Lead to head procurement and contracting for large-scale data center, mission-critical, and infrastructure programs in KSA. You will own the full lifecycle for EPC contracts, from strategy and tendering through administration, variations, claims, payments, and close-out.

The role sits in Decima’s PMC teams, acting as Owner’s onsite representative, ensuring commercial positions and contract integrity across multiple packages

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Law, or related discipline.
• 12–15 years procurement/contracts experience on major construction or infrastructure projects.
• Minimum 5 years leading a procurement/contracts function.
• Strong EPC contract administration knowledge under FIDIC or equivalent forms.
• Experience with contractor prequalification and tender management.
• Experience administering EPC lump-sum contracts.
• Proven negotiation and bid evaluation skills.
• Fluent English written and spoken.

Responsibilities

• Develop procurement and contracting strategies and implement across project packages.
• Lead tendering, bid evaluations, clarifications, and award recommendations.
• Manage post-award contract administration, variations, claims, and close-out.
• Maintain contract registers and ensure timely notices and responses.
• Lead risk, change-control, and payment certification processes.
• Coordinate with cost, planning, engineering, and Client teams.
• Provide guidance on tender governance and contract interpretation.
• Develop and mentor procurement and contracts team.
