Senior NOC Engineer in Dubai, United Arab Emirates is a specialized Civil Engineering opportunity for professionals experienced in Dubai Municipality NOC procedures, infrastructure permits, utility diversions, roads, drainage, NDRC works, and authority coordination. This role supports the planning and delivery of major infrastructure projects by managing approvals, resolving technical comments, coordinating with authorities, and ensuring compliance with DM, RTA, DEWA, and UAE regulatory requirements.

Key Responsibilities

• Act as the main liaison with Dubai Municipality and other relevant authorities, including RTA, DEWA, service providers, and regulatory stakeholders.
• Prepare, submit, track, and secure NOCs, permits, and project approvals through Dubai Municipality and authority online portals.
• Manage approval processes for utility diversions, NDRC works, stormwater systems, sewerage lines, asphalt cutting permits, and traffic diversion plans.
• Review technical comments, authority clarifications, approval conditions, and compliance requirements to avoid project delays.
• Review and approve design drawings, shop drawings, method statements, and technical submittals in line with DM codes, project specifications, and authority standards.
• Coordinate with consultants, contractors, internal project teams, corporate clients, and authority representatives to resolve design conflicts and approval issues.
• Ensure infrastructure works comply with Dubai Municipality guidelines, safety rules, environmental requirements, and UAE regulatory standards.
• Organize and attend authority coordination meetings to close pending NOC, permit, design, and site-related matters.
• Maintain accurate records of submissions, approvals, authority comments, correspondence, and permit status updates.
• Monitor approval timelines and elevate risks where authority delays may affect construction progress or project milestones.
• Support project teams with technical coordination related to roads, utilities, drainage, municipal services, and infrastructure interfaces.
• Provide clear reporting to project stakeholders on NOC progress, pending actions, risks, and required follow-up.

Ideal Profile

• Bachelor's degree in Civil Engineering or a related discipline.
• Minimum 8-10 years of experience in infrastructure projects, with proven hands‑on exposure to Dubai Municipality projects.
• Extensive experience in roads, NDRC, utilities, drainage, municipal services, stormwater, sewerage, and authority approval workflows.
• Strong working knowledge of DM regulations, approval portals, permit procedures, and authority coordination requirements.
• Good understanding of infrastructure design, utility interfaces, technical submissions, and site coordination needs.
• Able to manage multiple NOC and permit approvals under tight deadlines without losing control of documentation or follow‑up.
• Strong stakeholder management skills with the ability to coordinate confidently with authorities, consultants, contractors, and client teams.
