Job Purpose

The Resident Engineer will oversee the activities and effectiveness of the project supervision team to ensure construction proceeds in accordance with approved plans, specifications, contractual requirements, and applicable authority standards. The position requires effective organization of site inspection, surveying, testing, technical review, and project controls. The Resident Engineer will maintain a detailed understanding of project drawings, specifications, amendments, and construction requirements while providing leadership across roads, bridges, utilities, drainage, and associated infrastructure works.

Key Responsibilities
  • Lead the overall delivery of assigned infrastructure packages against time, cost, quality, safety, and sustainability objectives.
  • Supervise contractor activities and verify compliance with approved IFC drawings, technical specifications, contractual requirements, and agreed milestones.
  • Direct the supervision team, including Resident Engineers, Inspectors, and Surveyors.
  • Ensure effective daily inspections and consistent application of project quality and safety requirements.
  • Maintain strong Health, Safety, and Environmental awareness across construction activities.
  • Verify contractor compliance with approved HSE plans, risk assessments, and applicable local regulations.
  • Identify and resolve technical, construction, and site issues before they create avoidable schedule or cost impacts.
  • Escalate significant project matters when appropriate.
  • Represent AECOM during client, authority, and coordination meetings.
  • Prepare and present progress information, key project risks, and mitigation measures.
Technical and Construction Oversight

Provide technical leadership for major civil and infrastructure works, including roads, bridges, utilities, drainage systems, and associated structures. Review contractor construction programs, method statements, shop drawings, technical submittals, and material approval requests. Recommendations and technical responses must be provided within appropriate project timelines to maintain construction progress. Monitor delivery against the approved baseline program and recommend recovery measures when schedule slippage is identified.

Project Controls and Performance
  • Develop, implement, and monitor the Project Execution Plan.
  • Maintain oversight of the Quality Management Plan and Health and Safety Plan.
  • Define and track relevant project performance metrics.
  • Ensure team performance remains aligned with AECOM quality standards and project KPIs.
  • Conduct weekly internal coordination meetings.
  • Review progress, emerging risks, and required corrective actions.
  • Maintain accurate project correspondence, documentation, and reports in accordance with contractual and company requirements.
Variations and Claims

Manage and negotiate variations, scope changes, and claims within the responsibilities of the position. Provide appropriate technical input and recommendations to the client and commercial team, considering project requirements, construction conditions, contractual obligations, and potential cost or schedule implications.

Quality and Technical Submissions
  • Monitor the status and timely closure of RFIs.
  • Review and follow up NCRs.
  • Ensure WIRs are processed appropriately.
  • Monitor shop drawing submissions and approvals.
  • Maintain accurate supporting project records.
  • Ensure construction quality control processes are consistently applied.
  • Support timely resolution of technical queries affecting site activities.
Authority and Stakeholder Coordination

Ensure construction activities comply with requirements established by relevant Dubai authorities and stakeholders, including RTA, Dubai Municipality, DEWA, NAKHEEL, and other applicable entities. The Resident Engineer will coordinate with utility authorities and third parties to support the timely acquisition of NOCs, permits, and approvals required for construction.

Team Leadership
  • Assign responsibilities to key supervision team members.
  • Monitor individual and team performance.
  • Conduct performance evaluations.
  • Provide coaching and technical guidance.
  • Support professional development within the supervision team.
  • Maintain an effective site organization capable of delivering required inspection, testing, surveying, and supervision activities.
Qualifications and Experience
  • Bachelor 's degree in Civil Engineering or a related field.
  • Minimum 20 years of experience in infrastructure engineering.
  • Extensive experience managing large-scale infrastructure projects.
  • Relevant project exposure should include roads, bridges, underpasses, metro, and rail.
  • Previous experience with RTA projects is preferred.
  • Strong knowledge of infrastructure development and construction methodologies.
  • Strong understanding of quality control processes.
  • Excellent project management capabilities, including budget and schedule management.
  • Advanced analytical and problem-solving ability.
  • Strong technical report writing skills.
  • Effective written and verbal communication.
