Job summary

Dubai Airports seeks a Senior Manager – Logistics Baggage & Cargo to lead capacity analysis and planning for baggage and cargo facilities across DXB and DWC. You will translate forecast traffic and service levels into infrastructure needs, manage stakeholders, and drive data-driven decisions to sustain service standards and growth.

Qualifications

• Degree in Mechanical/ Industrial Engineering, Business Analytics, Statistics, Operational Research or Related with 7–10 years of overall professional experience.
• Proven experience in capacity planning, operational analysis or infrastructure planning in aviation/airport environments.
• Strong knowledge of ICAO, IATA, GCAA regulations and airport operations.
• Hands-on technical delivery from feasibility to commissioning with leadership experience.

Responsibilities

• Lead end-to-end capacity analysis and planning for Baggage & Cargo facilities, MHS and Automation across DXB and DWC, including long-term and seasonal operations.
• Translate forecast traffic scenarios into facility and infrastructure requirements for master planning and development programmes.
• Identify capacity constraints and implement structured action plans with stakeholder engagement.
• Drive capacity inputs into the IATA seasonal capacity declaration process to protect service standards.
• Assess impact of infrastructure, technology, regulatory changes on baggage and cargo capacity with data-driven recommendations.
• Define and review service propositions and planning assumptions to meet Dubai Airports' service standards.
• Collaborate with planning, delivery, operations and regulatory teams to develop required facilities timely.
• Develop and maintain SLAs with internal/external stakeholders to optimise asset utilisation.
• Ensure capacity planning aligns with ICAO, IATA and GCAA guidelines for compliant development.
• Provide clear insights and recommendations to senior stakeholders for informed planning and investment decisions.

What You’ll Deliver

• You’ll lead the end‑to‑end capacity analysis and planning for Baggage & Cargo facilities, Material Handling Systems and Automation across DXB and DWC, covering both long‑term horizon and seasonal operations.
• You’ll translate forecast traffic scenarios and target service levels into future facility and infrastructure requirements to support master planning and development programmes.
• You’ll identify current and future capacity constraints and ensure they are addressed through structured action plans, mitigation strategies and stakeholder engagement.
• You’ll drive capacity‑related inputs into the IATA seasonal capacity declaration process, ensuring demand does not exceed declared capacity and service standards are protected.
• You’ll analyse the impact of infrastructure, technology, operational or regulatory changes on baggage and cargo capacity, developing evidence‑based recommendations and action plans.
• You’ll define and continually review service propositions and planning assumptions, ensuring future developments meet or exceed Dubai Airports’ service standards.
• You’ll work closely with planning, delivery, operations and regulatory stakeholders to promote timely development of required facilities.
• You’ll develop and maintain SLAs with key internal and external stakeholders to optimise utilisation of airport assets and maximise value.
• You’ll ensure capacity planning activities align with ICAO, IATA and GCAA guidelines, supporting compliant and sustainable airport development.
• You’ll provide clear, data‑driven insights and recommendations to senior stakeholders to support informed planning and investment decisions.

What You Bring

• You’ll hold a degree in Mechanical/ Industrial Engineering, Business Analytics, Statistics, Operational Research or Related with 7–10 years of overall professional experience, including strong experience in capacity planning, operational analysis or infrastructure planning roles.
• You’ll have proven experience within the aviation, airport, hospitality or a closely related industry, with strong understanding of airport operations and service environments.
• You’ll have strong knowledge of ICAO, IATA, GCAA regulations and industry best practices, and their application to terminal and logistics developments.
• You’ll have thorough knowledge of strategic capacity planning as well as hands‑on technical/engineering delivery (feasibility through commissioning) and, strong team leadership is required.
• You’ll have a solid understanding of baggage and cargo systems, terminal operations and supporting airport infrastructure.
• You’ll bring previous experience in analyzing complex operational and infrastructure data and translating it into clear, actionable planning outputs.
• You’ll have the ability to assess the operational impact of construction activities and infrastructure changes within live airport environments.
• You’ll have strong stakeholder management and influencing skills, with confidence working across planning, engineering, construction and operations teams.
• You’ll have a structured, analytical and detail‑oriented approach, balanced with the ability to operate in a fast‑paced, multi‑stakeholder environment.
