Job summary

Qualifications

• Bachelor's degree in HR or related field is required.
• 12+ years of progressive experience in HR governance, compliance, or HR operations.
• Strong background in policy development, HR systems, and service delivery management.
• Excellent leadership, communication, interpersonal, and negotiation skills.
• Strong analytical, problem-solving, and decision-making abilities; proven ability to develop teams.

Responsibilities

• Develop, implement and maintain HR governance frameworks, policies and procedures aligned with UAE labour law and organisational requirements.
• Conduct audits and risk assessments; lead action plans to address gaps.
• Advise HRBP and leadership on governance, policy interpretation and compliance matters.
• Monitor changes to UAE employment laws and ensure HR practices stay up to date.
• Lead the delivery of employee lifecycle services and HR operations.
• Improve services through better processes, technology, automation and data analytics.
• Oversee employee data systems with a focus on data accuracy, security and confidentiality.
• Champion improvements that enhance the employee experience.
• Lead, coach and develop a team of HR professionals; build relationships with stakeholders.

We are looking for a Senior Manager - HR to shape the way we deliver people services and strengthen HR governance across the organisation. This role combines strategic thinking with hands-on leadership: ensuring our policies and practices meet the highest standards while making the employee experience simpler, more responsive and more effective.

You will lead a team, partner closely with business leaders and HR Business Partners, and drive improvements across the full employee lifecycle. It is an opportunity to build strong HR foundations that support growth and make a meaningful difference to employees and managers.

Key Responsibilities

HR Governance and Compliance

• Develop, implement and maintain HR governance frameworks, policies and procedures aligned with UAE labour law and organisational requirements.
• Conduct regular audits and risk assessments, identify compliance gaps and lead action plans to address them.
• Advise HR Business Partners and leadership on HR governance, policy interpretation and compliance matters.
• Monitor changes to UAE employment laws and regulations and ensure HR practices remain up to date.

People Services Management

• Lead the delivery of employee lifecycle services, including onboarding, HR operations, benefits administration and offboarding.
• Improve the speed, quality and consistency of HR services through better processes, technology, automation and data analytics.
• Oversee employee data systems, maintaining data accuracy, security and confidentiality.
• Champion improvements that make HR services easier to access and enhance the employee experience.

Policy Development and Implementation

• Develop, review and update HR policies and procedures to reflect business needs, legal requirements and good practice.
• Work with Legal, Compliance and other stakeholders to ensure policies are practical, enforceable and communicated clearly.
• Build understanding of HR policies across the organisation and support their consistent application.

Leadership and Collaboration

• Lead, coach and develop a team of HR professionals, setting clear priorities and high standards for service delivery.
• Build strong relationships with HR Business Partners, business leaders and other stakeholders to ensure HR services respond to business needs.

Strategic Initiatives

• Contribute to strategic HR programmes, including diversity and inclusion, workforce planning and organisational development.
• Use industry trends, employee feedback and service data to identify opportunities to improve HR governance and people services.
• Support change management for new HR policies, processes and systems.
