The HSE Specialist provides technical safety and risk management expertise to operational and project teams working in high-risk oil and gas environments. The position supports effective implementation of process safety, operating integrity, contractor HSE management, emergency preparedness, and work control systems. The role helps ensure that operational hazards are identified early, risks are reduced to acceptable levels, and safety controls remain effective during routine operations, maintenance, projects, and abnormal situations. Strong analysis of HSE performance data and practical engagement with multidisciplinary teams are central to improving safety outcomes and operational reliability.

Key Responsibilities
  • Develop and implement HSE Risk Management strategies across assigned operations and activities.
  • Evaluate operational risks and recommend practical controls to reduce exposure to personnel, assets, and the environment.
  • Develop and support Process Safety Management protocols for high-hazard operations.
  • Identify process safety gaps and recommend corrective and preventive actions.
  • Support implementation of operating integrity requirements across relevant facilities.
  • Provide specialist technical advice on HSE and process safety matters.
  • Conduct Hazard Identification and Risk Analysis activities for operational, maintenance, and project work.
  • Facilitate or participate in structured risk assessments for complex or non-routine activities.
  • Review identified hazards and ensure appropriate safeguards are established before work begins.
  • Conduct Job Safety Analysis for high-risk and critical work activities.
  • Recommend task-specific controls based on identified hazards and potential consequences.
  • Monitor implementation of Safe Work Practices and approved work method requirements.
  • Review work execution against established HSE procedures and operational controls.
  • Oversee Permit to Work processes and verify compliance with approved safety requirements.
  • Identify weaknesses in work permit implementation and coordinate corrective action.
  • Monitor contractor HSE performance against agreed standards and contractual expectations.
  • Review contractor safety performance data and identify trends requiring intervention.
  • Recommend improvement measures to strengthen contractor HSE capability and compliance.
  • Participate in contractor meetings, reviews, inspections, and performance discussions.
  • Conduct Fatigue Risk Management assessments for operations and work schedules where required.
  • Recommend controls to reduce fatigue-related operational and personnel risk.
  • Support development and improvement of fatigue management practices.
  • Participate in Crisis Management planning and preparedness activities.
  • Support development and review of Emergency Response Plans.
  • Contribute technical HSE input to emergency exercises, drills, and response scenarios.
  • Review lessons learned from emergency exercises and recommend improvements.
  • Analyze HSE incidents, near misses, unsafe conditions, and operational safety data.
  • Support investigations and identification of underlying risk factors.
  • Develop recommendations based on incident trends and safety performance analysis.
  • Prepare technical reports for management covering HSE performance, risk trends, and improvement requirements.
  • Maintain visibility of significant HSE risks and outstanding actions.
  • Provide management with clear technical input for safety-related decisions.
  • Coordinate with operations, maintenance, engineering, projects, and contractor teams on HSE requirements.
  • Support cross-functional initiatives intended to improve operational safety and process integrity.

  • Review proposed operational changes from a safety and risk perspective.

Ideal Profile

The successful candidate should hold a Bachelor 's Degree in Engineering, preferably Mechanical Engineering, Metallurgical Engineering, or another relevant engineering discipline. A minimum of 8 years of experience in the oil and gas industry is required, with substantial exposure to HSE, process safety, operating integrity, or technical risk management. Candidates should have strong knowledge of HSE Risk Management, Process Safety Management, Permit to Work systems, Hazard Identification, Job Safety Analysis, contractor HSE management, and emergency preparedness. Practical experience in Fatigue Risk Management, Crisis Management, Emergency Response Planning, Safe Work Practices, and operational risk assessment will be particularly valuable. The role requires strong analytical capability and the ability to translate technical safety information into practical recommendations for operations, management, contractors, and multidisciplinary teams.
