Penspen is seeking a Senior HSE Engineer (Project – Offshore) for its Abu Dhabi offshore PMC project. The role focuses on leading HSE across offshore construction, commissioning, and operations, ensuring regulatory compliance and a strong safety culture.

Ideal candidates have 15–18+ years in offshore environments, with NEBOSH/IOSH/OSHA and ISO 45001 knowledge. ADNOC offshore experience is an advantage and a PMC/EPC background is preferred.

Responsabilidades

• Lead HSE on offshore projects, ensuring policy and regulatory compliance while promoting safety culture.
• Develop and implement project-specific HSE plans and risk management.
• Conduct hazard identification (HAZID), risk assessments and safety studies for offshore construction.
• Ensure compliance with local regulations and international standards (OSHA, ISO 45001, OHSAS, API, IMO).
• Supervise offshore HSE activities during construction, installation and commissioning.
• Coordinate training and competency programmes for offshore personnel.
• Collaborate with construction, mechanical, electrical and marine teams for safe execution.
• Develop emergency response plans and lead drills.
• Prepare HSE performance reports, KPIs and dashboards.
• Maintain audit, inspection and incident investigation records.

Penspen is urgently looking to hire for Senior HSE Engineer (Project – Offshore) for one of our Offshore PMC projects in Abu Dhabi.

Qualification Required

• The candidates should have Bachelor’s degree in Engineering, Safety, or Environmental Sciences.

Responsibilities

• Lead and manage Health, Safety, and Environment (HSE) aspects of offshore projects, ensuring compliance with corporate policies, international standards, and regulatory requirements while promoting a strong safety culture across all project phases.
• Develop and implement project-specific HSE plans, procedures, and risk management strategies.
• Conduct hazard identification (HAZID), risk assessments, and safety studies for offshore construction and operations
• Ensure compliance with local regulations, international standards (OSHA, ISO 45001, OHSAS, API, IMO), and company HSE policies
• Supervise offshore HSE activities during construction, installation, and commissioning
• Organize HSE induction, training, and competency programs for offshore personnel
• Coordinate with construction, mechanical, electrical, and marine teams to ensure safe execution of activities
• Develop and maintain emergency response plans for offshore operations
• Lead emergency drills and evaluate effectiveness of response procedures
• Prepare HSE performance reports, KPIs, and dashboards for management review
• Maintain records of audits, inspections, and incident investigations

Experience Required

• Minimum 15 to 18+ years of experience, with at least 5 years significant in offshore project.
• Strong knowledge of offshore safety regulations, risk management, and emergency response
• Certifications: NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor (preferred)
• Preferred experience from PMC/EPC Background.
• Previous ADNOC Offshore Experience is advantage.
