Job summary

eMinds is seeking an experienced HSE Engineer to implement and monitor the Project HSE Plan across power transmission, substation, and telecom construction works in the UAE. You will ensure compliance with TAQA SSR, ISO 45001, and project safety requirements, supporting safe operations near live electrical infrastructure.

The role requires NEBOSH IGC or equivalent and at least 5 years of HSE experience in related fields, with strong communication for client HSE teams and authorities.

Qualifications

• NEBOSH IGC or an equivalent HSE qualification.
• Minimum 5 years of HSE experience in power utilities, substations, or telecom construction.
• Experience working near live electrical infrastructure under permit-to-work systems.
• Knowledge of TAQA Transmission SSR and ISO 45001.
• Experience conducting site inspections, safety audits, and investigations.
• Strong hazard identification and risk assessment skills.

Responsibilities

• Implement the Project HSE Plan across all project sites.
• Deliver site inductions, toolbox talks, and HSE training; maintain training matrix.
• Conduct regular HSE inspections and audits; prepare compliance reports.
• Coordinate PTW for activities near live grid stations and substations.
• Identify hazards, review risk assessments, and monitor controls.
• Lead or support incident investigations and implement corrective actions.
• Support emergency response planning and drills.
• Review subcontractor HSE submissions and monitor performance.
• Liaise with client HSE representatives and site teams.
