Job summary

Roads and Transport Authority in the United Arab Emirates seeks a Performance Monitoring Specialist to oversee O&M contractor performance for Dubai Metro and Tram, ensuring KPI, SLA compliance and data integrity across projects.

You will support audits, investigations, and strategy development, provide guidance to engineers, monitor daily and monthly reports, and help implement best practices to improve reliability.

Qualifications

• Bachelor’s or Master’s degree in Mechanical or Civil Engineering.
• 1+ year experience with a Master’s degree or 2+ years with a Bachelor’s degree in related field.
• PMP certification preferred.

Responsibilities

• Monitor daily and monthly performance reports from the Service Provider for Dubai Metro and Tram, ensuring data accuracy.
• Evaluate Service Provider performance against contractual KPIs and recommend corrective actions.
• Coordinate with the Chief Engineer on performance issues requiring escalation or contractual action.
• Analyze operational trends, incident reports, and performance statistics to support decision-making.
• Oversee and evaluate engineers’ field audits to ensure reliability of performance data.
• Coordinate with Rail Agency departments to review KPI reports from the Service Provider.
• Support audits and investigations into performance during critical incidents under the Chief Engineer’s direction.
• Participate in emergency response and special event deployments for reporting and escalation.
• Review findings from the RTA Survey performance regime to identify improvement actions.

Job Purpose

Oversee and coordinate the monitoring of O&M contractor performance for Dubai Metro and Tram, ensuring compliance with contractual KPIs, SLAs, and operational standards. Support in executing performance strategies, audits, and investigations, and provide technical guidance to Engineers to ensure consistency, data integrity, and operational reliability.

Roles and Responsibilities

Strategy

• Contribute to the development and enhancement of performance monitoring systems, methodologies, and processes in alignment with RTA Rail Operations policies and international practices.
• Support the Chief Engineer in developing performance strategies for new rail projects, embedding RTA requirements, and benchmarked KPIs.
• Participate in RTA committees, working groups, and performance governance teams as directed by management.
• Identify and integrate innovative technologies, data systems, and best practices to improve operational performance and efficiency.
• Provide technical guidance and coordination support to Engineers to ensure consistent execution of performance initiatives.

Operations

• Monitor and verify daily and monthly performance reports submitted by the Service Provider for Dubai Metro and Tram, ensuring data accuracy and contractual compliance.
• Evaluate Service Provider performance against contractual KPIs and recommend corrective or preventive actions where deficiencies are identified.
• Coordinate with the Chief Engineer on performance issues requiring management of escalation or contractual action.
• Analyze operational trends, incident reports, and performance statistics to support decision-making and process optimization.
• Oversee and evaluate Engineers’ field audits and inspection findings to ensure reliability of performance data.
• Coordinate with Rail Agency departments to consolidate and review KPI reports received from the Service Provider.
• Participate in performance attribution reviews and ensure transparent data validation between RTA and the Service Provider.
• Support audits and investigations into Service Provider performance during critical or emergency incidents, under the direction of the Chief Engineer.
• Participate in emergency response and special event deployments, coordinating with Engineers and on-site teams for reporting and escalation.
• Review findings and observations from the RTA Survey performance regime, analyze the results to identify performance gaps, and recommend targeted improvement actions.

Product / Process Improvement

• Identify opportunities for system or process enhancements related to KPI tracking, performance analytics, and operational monitoring.
• Prepare performance-related reports and analytical summaries for the Chief Engineer and Operations Director.
• Benchmark KPIs against international metro standards and propose improvements to optimize operational efficiency.
• Participate in site tests of systems or assets affecting Dubai Metro and Tram performance, ensuring compliance with RTA and contractual requirements.
• Support the Chief Engineer in implementing best practices and innovative performance management tools that enhance reliability, data integrity, and reporting quality.

Physical Working Conditions

• Primarily office-based with regular field visits to stations, depots, and trackside environments under operational and safety protocols.
