Job summary

Dicetek, a leading technology solutions provider in the UAE, seeks an Executive Manager – Squad Cyber Technical Lead to drive enterprise-wide DevSecOps, AI governance, and compliance initiatives within a highly regulated banking environment.

The role serves as the 1LoD cybersecurity leader, implementing controls, guiding secure software delivery, and ensuring inspection-readiness in line with UAE banking regulations.

Qualifications

• Bachelor’s Degree in Computer Science, Cybersecurity, Information Security, Software Engineering, or a related discipline.
• 10+ years of cybersecurity engineering experience.
• Proven leadership experience managing enterprise cybersecurity programs and engineering teams.
• Strong banking, financial services, or highly regulated industry experience.
• Demonstrated experience within Three Lines of Defense (3LoD) operating models.
• Experience implementing controls in First Line of Defense environments while engaging with governance and assurance functions.

Responsibilities

• Lead four cybersecurity workstreams: AppSec, AI Governance, Continuous Security Validation, and Compliance & Audit Trail Management.
• Ensure adherence to security policies, standards, SLAs and regulatory requirements.
• Own and govern the enterprise security tooling ecosystem (e.g., SonarQube, Snyk, ServiceNow IRM, Open Policy Agent, Defender for Cloud).
• Drive tooling consolidation, platform optimization, and integration architecture initiatives.
• Present DevSecOps Governance dashboards to governance committees and risk stakeholders.
• Collaborate with AI Center of Excellence on AI governance and AI risk controls.
• Chair Security Champions Guild meetings and drive secure development culture.
