Dicetek is seeking an experienced Executive Manager – Squad Cyber Technical Lead to oversee enterprise-wide DevSecOps, AI Governance, Continuous Security Validation, and Compliance Assurance initiatives within a highly regulated banking environment. This role will serve as the primary First Line of Defense (1LoD) cybersecurity leader responsible for implementing security controls, driving secure software delivery, ensuring regulatory compliance, and supporting inspection-readiness in alignment with UAE banking regulations.
As the Executive Manager – Squad Cyber Technical Lead, you will lead a multidisciplinary cybersecurity squad responsible for delivering secure development, AI governance, security assurance, and compliance monitoring capabilities across the organization. You will function as the key liaison between business units, security governance teams, and the AI Center of Excellence while ensuring alignment with regulatory requirements, internal policies, and industry standards.
The successful candidate will be responsible for managing enterprise security tooling platforms, driving DevSecOps adoption, leading Security Champion initiatives, and enabling secure AI and cloud transformation programs. This role requires deep expertise across cybersecurity engineering, cloud security, AI/LLM security, governance frameworks, and banking-sector regulatory compliance.
Lead delivery across four key cybersecurity workstreams:
Ensure adherence to approved security policies, standards, SLAs, and regulatory requirements.
Maintain organizational readiness for regulatory inspections and cybersecurity audits.
Own and govern the enterprise security tooling ecosystem including:
Drive tooling consolidation, platform optimization, and integration architecture initiatives.
Manage enterprise evidence and attestation workflows from DefectDojo through reporting and dashboarding platforms.
Act as the primary First Line of Defense (1LoD) cybersecurity representative engaging with Second Line of Defense (2LoD) functions.
Collaborate closely with the AI Center of Excellence on AI governance and AI risk controls.
Chair Security Champions Guild meetings and drive secure development culture initiatives.
Resolve cross-workstream priorities and security delivery conflicts.
Present DevSecOps Governance dashboards and security performance reports to governance committees and risk stakeholders.
Support cloud security, DevSecOps, AI security, and compliance transformation programs.
Drive continuous improvement across security engineering, policy implementation, and security automation initiatives.
Bachelor’s Degree in Computer Science, Cybersecurity, Information Security, Software Engineering, or a related discipline.
10+ years of cybersecurity engineering experience.
Proven leadership experience managing enterprise cybersecurity programs and engineering teams.
Strong banking, financial services, or highly regulated industry experience.
Demonstrated experience within Three Lines of Defense (3LoD) operating models.
Experience implementing controls in First Line of Defense environments while engaging with governance and assurance functions.
