Toshiba EMEA in Abu Dhabi seeks a seasoned SCMS Testing Engineer to perform testing, verification, validation, commissioning and maintenance of SCMS systems in electrical substations, ensuring reliable operation of substation automation and monitoring.

The role requires deep experience with IEC 61850, IEC 60870-5-103/104 and other comms protocols, plus hands-on testing of RTUs, BCUs, MUs and SCADA interfaces, and strong documentation skills for FAT/SAT and reports.

Formación

• Bachelor's degree in electrical engineering.
• Minimum of 10+ years of relevant SCMS experience in the GCC/UAE.
• CISSP (Certified Information System Security Professional) or equivalent preferred.

Responsabilidades

• Review SCMS architecture, database, signal lists, SLDs, and engineering documents.
• Develop and execute FAT and SAT procedures.
• Verify SCMS database configuration, HMI graphics, alarms, events, logs, and reports.
• Validate IEC 61850, IEC60870-5-103, IEC 60870-5-104, Modbus, DNP3, and other communication protocols.
• Perform end-to-end signal testing between protection relays, BCUs, RTUs, SCADA/LDC systems, gateways, and network components.
• Conduct pre-commissioning and commissioning activities for SCMS.
• Perform root cause analysis for system failures and engineering reports.
• Attend client witness tests and technical inspections.

JOB PURPOSE:

The SCMS Testing Engineer will be responsible to perform testing, verification, validation, commissioning, troubleshooting, and maintenance of SCMS systems in electrical substations, ensuring reliable operation of substation automation, monitoring, control, and communication systems in compliance with project specifications and utility standards.

DUTIES & RESPONSIBILITIES:

• Review SCMS architecture, database, signal lists, SLDs, and engineering documents.
• Develop and execute Method Statements, Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) procedures.
• Verify SCMS database configuration, HMI graphics, alarms, events, logs, and reports.
• Validate IEC 61850, IEC60870-5-103, IEC 60870-5-104, Modbus, DNP3, and other communication protocols.
• Perform end-to-end signal testing between:

1. Protection Relays
2. Bay Control Units (BCUs), Bays Control and Protection Units (BCPU), Merging Units (MU) etc.
3. RTUs, station controllers
4. SCADA/LDC systems – Point to Point tests
5. Gateways, Ethernet switches, firewalls, IDS etc.
6. Able to conduct patch management, vulnerability tests, system hardening etc.

• Conduct preventive, corrective and emergency maintenance activities, fault diagnostic and corrective actions.
• Conduct pre-commissioning and commissioning activities for new and modified SCMS systems.
• Perform point-to-point checks and I/O verification.
• Execute sequence of operation and interlocking tests.
• Perform root cause analysis (RCA) for system failures and communication problems and prepare the reports.
• Restore and verify system functionality after modifications.
• Investigate hardware and software issues within SCMS equipment.
• Attend client witness tests and technical inspections.
• Prepare minimum following document:

1. FAT Procedures and Reports
2. SAT Procedures and Reports
3. Signal Verification Procedure and Reports
4. Interlocking Test procedures and Reports
5. SCMS database backups
6. Site Red marked drawings
7. Commissioning Completion Reports including check lists
8. Configuration backup files as per utilities standards
9. Maintain testing and commissioning records according to project quality procedures
10. Reports related to preventive, corrective and emergency maintenance
11. Prepare weekly site works reporting the site works progress to concern project manager and Group P&C Manager

• Support energization activities.
• Prepare weekly site works reporting the site works progress to concerned project manager and Group P&C Manager for Sr. P&C Engineers assigned for Site testing and commissioning works.

QUALIFICATIONS & EXPERIENCE:

Educational Qualification:

• Bachelor's degree in electrical engineering

Experience:

• A minimum of 10+ years of relevant experience as an SCMS engineer from the energy & power industry in the GCC/UAE.

Preferred Certifications:

• CISSP (Certified Information System Security Professional) or equivalent.
• Factory training certificates from OEM.

SKILLS & KNOWLEDGE:

• SCMS / SCADA systems
• Familiar in substation automation data communication protocols; IEC 61850, IEC 60870-5-103 & IEC 60870-5-104
• Knowledge of legacy protocols
• Protection Control Systems

• Ability to work independently at site.
• Client-facing and commissioning experience.
• Demonstrable understanding of power system operation.
• Knowledge of utility standards and HSE requirements.
