Job summary

KEOLIS limited is seeking a Resource Planner to create and update the Dubai Metro & Tram resource schedule, ensuring proper adherence to the Resource Planning Procedure and UAE Labour Law.

The role focuses on staffing optimization, roster accuracy, and coordination with HR. It requires data-driven analysis, 3–5 years rail experience, and strong Excel skills for workforce planning.

Qualifications

• Bachelor’s degree in data science or equivalent field required.
• 3–5 years of Rail Industry experience.
• 1 year of Resource Planning and Workforce Allocation experience.
• 1 year of Data analysis experience (Datay Analys).
• Proficiency in MS Office and advanced Excel required.

Responsibilities

• Create and update the resource schedule for Dubai Metro & Tram ensuring optimal staffing levels.
• Ensure strict implementation of the Resource Planning Procedure.
• Maintain accurate staff rosters meeting commercial, operational, and safety needs.
• Record staff leaves in HRIS and manage DIL quotas.
• Monitor roster effectiveness and adjust as needed for efficiency.
• Prepare rosters for events, special patterns, and degraded operations.
• Protect information assets and data (electronic and paper).
• Attend required department meetings and support Senior Resource Planner.

The purpose of the job is to create and update the resource schedule for Dubai Metro & Tram, ensuring that Resource Planning Procedure is strictly implemented along with the HR and QHSE working policies and UAE Labour Law.

KEY RESPONSIBILITIES

Strategic

• Review the resource efficiency of the assigned section ensuring compliance with the Fatigue Management.
• Update and maintain data in relevant sections to ensure staff resourcing, availability, and overtime are accurately recorded
• Ensure correct overtime submitted, processed and paid to respective staff as per the assigned department whilst coordinating with the HR Department.

Stakeholder / Customer

• Regularly coordinates with the assigned departments.
• Promote a good QHSE and Information Security culture among their peers, subcontractors and third parties

Operational

• Create and update resource schedule for the Dubai Metro & Tram ensuring optimum levels of normal and contingency services that best satisfy the different scenarios whilst meeting the target performance requirements for both Operations and Maintenance.
• Ensure strict implementation of the Resource Planning Procedure
• Ensure the services standards can be implemented by the production
• Review and updating of effective and efficient operational roster which meets commercial, operational, and safety requirements
• Ensure correct resource levels are in place to deliver a world class service.
• Monitor and review the effectiveness of the roster arrangements, make necessary adjustments and elevate any issues that require further management review.
• Recommend improvements to provide a productive and efficient service within the whole Dubai Metro & Tram
• Prepare daily/alternate roster arrangements for special events, alternate service patterns and emergency and degraded operations as per operational and maintenance requirement.
• Deal with staff roster issues and make necessary adjustments to provide efficient and effective duty arrangements.
• Ensure integration of the Mandatory Trainings per sections for all shift worker in the resource scheduling.
• Record and update assigned department staff leaves including but not limited to annual leaves, sick leave, Days-in-lieu (DIL) quota and claims in the Human Resource Integrated System.
• Protect information assets and data including both electronic and paper based.

Capability / People

• Attend assigned department’s meeting when required.
• Perform other duties assigned by the Senior Resource Planner and Resource Planning and Systems Manager.

Dimensions

• Office environment. Occasional travel may be required.
• Extended working hours may be necessary, subject to operational needs and managerial request.
