Job summary

SYSTRA is seeking an experienced HSE Manager to lead the project HSE management system for a complex rail environment in the UAE. The role requires proven UAE experience and a strong background in rail, tunnel, or TBM safety on large-scale projects.

Responsibilities include developing plans, leading safety strategies, incident investigations, and training, while ensuring compliance with local regulations and international best practices.

Qualifications

• Technical/ Engineering related university degree.
• Not less than ten (10) years of experience in the required field of expertise on similar projects.
• Demonstrated HSE experience on railway, metro, tunnel, or major infrastructure projects.
• Mandatory experience in rail tunnel safety and/or TBM safety management.
• Proven professional experience in the UAE.
• Strong knowledge of HSE management systems, risk assessment processes, and incident investigation techniques.
• Good understanding of underground construction hazards, temporary works risks, heavy equipment operations, and emergency response planning.
• Experience in managing contractor HSE performance on large, multidisciplinary construction sites.
• Strong communication, leadership, reporting, and stakeholder coordination skills.

Responsibilities

• Develop and implement HSE plans and risk controls for rail/tunnel projects.
• Lead HSE strategies across civil works, tunneling, and logistics.
• Oversee incident reporting, investigations, and corrective actions.
• Coordinate with clients, contractors, and authorities on HSE compliance.
• Deliver HSE training, inductions, and toolbox talks.
• Prepare HSE KPIs, reports, and presentations for management review.
