Job summary

Azizi Developments, a Dubai-based developer, seeks a seasoned Quantity Surveyor – Infrastructure to oversee commercial and contractual aspects of infrastructure projects across the construction lifecycle. Qualifications

  • Bachelor's Degree in Quantity Surveying or related field.
  • 7+ years in Quantity Surveying / Commercial Management.
  • 5+ years UAE experience mandatory.
  • Involvement with infrastructure projects (roads, utilities, drainage, etc.).
  • Strong knowledge of QS, cost control, measurement, valuation, procurement, contract administration.
  • Experience with BOQs, cost estimates, interim payments, variations, claims, final accounts.
  • Knowledge of UAE construction practices and standards; FIDIC knowledge is a plus.

Responsibilities

  • Prepare and review BOQs, take-offs, cost estimates, and tender docs for infrastructure works.
  • Review drawings and contract documents to identify scope and commercial requirements.
  • Conduct detailed measurements and prepare quantity take-offs for infra activities.
  • Prepare interim payments, payment certificates, and final accounts.
  • Monitor costs against budgets and manage variations with contractors.
  • Manage subcontractor and supplier commercial matters and payments.
  • Participate in tender evaluations and subcontractor negotiations.
  • Ensure compliance with contract conditions and project requirements.
  • Maintain records of measurements, valuations, variations, and correspondence.
  • Prepare cost reports, forecasts, and cash-flow projections.

Job description

As a Quantity Surveyor – Infrastructure, you will be responsible for managing and monitoring all commercial and contractual aspects of infrastructure projects throughout the construction lifecycle. You will ensure effective cost control, accurate measurement, valuation, procurement, and contract administration while safeguarding project budgets and commercial interests. The ideal candidate must have strong infrastructure project experience in the UAE, with sound knowledge of quantity surveying practices, contracts, cost management, and commercial procedures.

Responsibilities
  • Prepare and review Bills of Quantities (BOQs), quantity take-offs, cost estimates, and tender documentation for infrastructure works.
  • Review project drawings, specifications, and contract documents to identify scope, quantities, and commercial requirements.
  • Conduct detailed measurements and prepare accurate quantity take-offs for infrastructure construction activities.
  • Prepare and evaluate interim payment applications, payment certificates, and final accounts.
  • Monitor project costs, commitments, variations, and expenditures against approved budgets.
  • Evaluate and negotiate variations, additional works, omissions, and change orders with contractors and subcontractors.
  • Review and assess claims, extension of time submissions, and other contractual matters in coordination with the project team.li>
  • Manage subcontractor and supplier commercial matters, including measurements, valuations, payments, and final settlements.
  • Participate in tender evaluations, commercial comparisons, rate analysis, and subcontractor negotiations.
  • Ensure all commercial activities comply with contract conditions, project requirements, and approved budgets.
  • Monitor project progress and coordinate with Project Managers, Engineers, Consultants, and Contractors to ensure accurate valuation of completed works.
  • Maintain comprehensive records of measurements, valuations, variations, claims, correspondence, and commercial documentation.
  • Prepare regular cost reports, forecasts, cash-flow projections, and commercial reports for management review.
  • Support contract administration and ensure compliance with relevant contractual procedures and commercial best practices.
  • Identify commercial risks and opportunities and provide recommendations to management for effective cost and risk management.
  • Assist in the preparation and settlement of final accounts and ensure timely closure of commercial obligations.
  • Provide commercial and quantity surveying support during project meetings, progress reviews, and contract negotiations.
Requirements
  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Minimum 7 years of experience in Quantity Surveying / Commercial Management within the construction industry.
  • Minimum 5 years of UAE experience is mandatory.
  • Proven experience in infrastructure projects such as roads, utilities, drainage, stormwater, sewerage, wet utilities, and associated infrastructure works.
  • Strong knowledge of quantity surveying, cost control, measurement, valuation, procurement, and contract administration.
  • Experience in preparing and reviewing BOQs, cost estimates, interim payments, variations, claims, and final accounts.
  • Good understanding of UAE construction practices, contractual procedures, and applicable standards.
  • Knowledge of FIDIC contracts and experience in handling variations and contractual claims will be an advantage.
  • Strong analytical, negotiation, communication, and commercial management skills.
  • Proficiency in MS Excel and relevant quantity surveying / commercial management software.
  • Ability to review and interpret technical drawings, specifications, contracts, BOQs, and other project documentation.
